【摘要】 随着社会经济发展,利益格局大为改变,收集支配资源利益也面临巨大难度。城市建设用及其它各类用地矛盾也日趋明显。合理分配城乡收入、调节地区发展差异,实现合谐经济社会发展的目标面临复杂的社会困境。如何解决违法违规占用土地、盗挖偷采矿产资源现象,在复杂多变的社会背景因素下,调节资源的合理分配能力,理清国土资源的目标和任务,用经济和法律手段来合理配置资源,规范有序的土地市场,是当前面临的首要任务。转变国土资源管理模式,建立以政策和法规相统一的监管系统,是全面规范制约国土资源管理行为,优化配置土地矿产市场各项资源的有效途径。为了实现全面实现综合监管,本文从以下几个方面进行了安阳市综合监管系统建设的探讨与研究。首先,从基础设施、数据建设、应用系统建设、信息服务四方面分析了安阳市国土资源局综合监管建设的现状,提出了当前建设综合监管系统存在的主要问题。其次,提出了综合监管系统建设总体框架,建立了分层实施的内容与步骤,建设综合监管系统须遵循的原则,以及综合监管系统建设过程中,安全体系与标准体系建设的重要性。第三,重点阐述了安阳市综合监管系统实现的三大内容,即"一库二平台"建设,一库指核心数据库,二平台指电子政务平台和综合监管平台建设。通过安阳市国土资源局建设实例,提出核心数据库建设重点,电子政务平台建设内容以及综合监管平台建设内容,以及"一库二平台"之间如何有效对接,建设过程中需要注意哪些问题。第四,针对现状中存在的问题,以及综合监管系统建设过程中出现的具体问题,从基础设施建设、数据整理、业务系统建设、系统对接、制度建设5个方面提出了解决问题的有效途径。更多还原

【Abstract】 With the social and economic development,the interests of the pattern of change,the interests of the collection and control of resources is also facing tremendous difficulties.The contradiction between urban construction and other land use is becoming more and more obvious.Reasonable allocation of urban and rural income,the adjustment of regional development differences,to achieve the goal of a harmonious society and economic development of social difficulties.How to solve the problem of illegal occupation of land,steal mining mineral resources,in the complex and changeable social background factors,adjust the reasonable allocation of resources,to clarify the objectives and tasks of land resources,economic and legal means to allocate resources reasonably and orderly market,is currently facing the primary task.To change the mode of land resources management,and to establish a unified supervision system of policies and regulations,is an effective way to regulate the behavior of land resource management and optimize the allocation of land resources.In order to realize comprehensive supervision,this paper discusses the construction of comprehensive supervision system from the following aspects.Firstly,the present situation of Anyang Municipal Bureau of land and resources comprehensive supervision is analyzed from four aspects:basic facilities,data construction,application system construction and information service.Secondly,the overall framework of the integrated supervision system construction is put forward,and the contents and steps of the layered implementation,the principles that should be followed,and the importance of the construction of the security system and the standard system in the process of the construction of the integrated supervision system are proposed.Third,an important part of the comprehensive monitoring system to achieve the three major content,that is,a library of two platform construction,a library refers to the core database,two platform for e-government platform and integrated regulatory platform.Through the construction of Land Resources Bureau of Anyang City,this paper puts forward the core database construction,the content of e-government platform construction and the content of the comprehensive supervision platform construction,and how to effectively docking between "two platform".Fourth,according to the existing problems in the current situation,as well as the specific problems in the process of comprehensive supervision system construction,from the basic facilities construction,data consolidation,business system construction,system construction,system construction 5 aspects of the effective way to solve the problem.更多还原
