【副题名】以西安市总工会为例

【摘要】 随着我国“服务型政府”的建设,当前,社会管理格局在向社会协同、公众参与的大方向发展,以政府为主导,企业、第三部门、社会公众等多方共同参与供给的公共服务体系逐步形成。工会组织作为参与提供公共服务的社会力量之一、作为团结和带领广大职工更好地参与经济社会建设的群众组织、作为党联系职工群众重要的桥梁和纽带,必须在社会公共服务体系中为广大职工提供覆盖面广、特色鲜明、质量过硬的服务项目和内容。实践当中,我国各地方的工会组织都在以不同的途径,在公共服务的领域方面积极探索,在与政府职能的对接与弥补方面积极调整,努力尝试构筑适应时代需要的公共服务工作模式。本文通过文献阅读、实地调研、面对面访谈等多种研究方法,以公共服务相关理论和第三部门相关理论为基础,从作为第三部门的我国地方工会所应承担的职能和应发挥的作用角度出发,论述了地方工会参与公共服务的必要性和自身优势,以及地方工会同职工、企业、政府及其他社会组织之间的关系定位,并以西安市总工会为例研究地方工会在参与提供公共服务过程中出现的从源头参与政策制定、依法维护职工权益、改善困难职工的生产生活、有效提升职工素质等多方面的问题和不足,分析了问题产生的原因,并从强化工会组织源头参与、健全工会法规体系、明确自身定位、整合社会资源、加强自身机制及人才队伍建设等方面对未来我国地方工会在公共服务体系中应如何更好地发挥作用提出了意见和建议。更多还原

【Abstract】 With the public of the "service-oriented government," the construction of the current, with the social management pattern of collaboration to the community, the general direction of the development of public participation in government-led enterprises, the third sector, the public and other parties involved in the supply of common service system is taking shape. Labor unions as one of the social forces involved in the provision of public services, as unite and lead the masses of workers to better participate in economic and social development of the mass organizations, the party with the masses of workers as an important bridge and link, must be in the public service system for the majority of staff provide wide coverage, distinctive, quality of services and content. Currently, our local labor unions are in a different way, actively explore in the areas of public services, and actively adjust and compensate for docking with the Government functions, trying to adapt to the times required to build a public service operation.By reading the literature, field research, face to face interviews and other research methods to the theory of public services and the third sector related theory, as the third sector from our local labor unions should assume the function and role to be played by the angle, discusses the necessity of local labor unions involved in public service and its advantages, as well as with local labor union workers, relations targeting businesses, governments and other social organizations, and the Federation of Xi’an Labor Unions Case Study local labor unions involved in the provision of public serving occurred during participation in policy-making from the source, according to the law safeguarding workers’rights and interests, improve production and living difficulties workers, effectively raising the quality of workers, and many other problems and deficiencies, analyzed the causes of the problem, and to strengthen the participation of labor unions from the source, a sound legal system for labor unions, a clear positioning itself to integrate social resources, strengthen its own mechanism and construction personnel and other aspects of our local labor unions how to play more in the future role of the public service system put forward opinions and suggestions.更多还原
