【摘要】 长期以来,民族地区城乡二元经济结构体制严重制约了农村经济社会发展。近年来,民族地区开展了新一轮乡镇撤并工作,以图破解城乡二元结构,推进城乡一体化发展。在我国进入经济社会发展转型期及全面小康攻坚期,完善民族地区农村公共产品供给制度,强化农村公共产品供给对“三农”问题缓解及城乡一体化发展具有重大意义。本文按照“提出问题—分析问题—解决问题”的研究思路,通过实证分析与规范分析相结合等方法分析了民族地区乡镇撤并后农村公共产品供给的成效、存在的问题及成因,结合历史和现实因素提出了强化民族地区乡镇撤并后农村公共产品供给的若干建议。本文首先阐述论文的研究背景、研究意义和国内外在此方面的研究现状,介绍了本文的研究内容和研究方法。其次对民族区域自治、行政区划、公共产品供给及城乡一体化等一般理论进行了较系统地分析。再次对民族地区乡镇撤并后农村公共产品的供给现状进行了分析,总结目前民族地区农村公共产品供给存在的主要问题,即供给总量不足、供给结构失衡和城乡供给失衡等。在此基础上分析了产生这些问题的主要成因:一是城乡二元经济结构体制的束缚;二是乡镇撤并的消极影响;三是农村公共产品供给主体单一;四是地方政府供给决策机制不健全;五是基层政府财权事权失衡等。最后通过前文的分析,以解决民族地区乡镇撤并后农村公共产品供给存在的问题为出发点,对加强民族地区农村公共产品供给提出了相应的路径选择,即建立“城乡一体化”的公共产品供给体制,深化民族地区乡镇撤并后续改革,构建多元化的农村公共产品供给体系,建立和完善多层次的农村公共产品供给决策机制,明晰各级政府在民族地区农村公共产品供给中的责任等。更多还原

【Abstract】 For a long time,the urban and rural economic structure system in ethnic areas has seriously restricted the development of rural economy.In recent years,Ethnic areas Township merge,in order to break the two structures in urban and rural areas,promote the integration of urban and rural development.When China has entered a period of social and economic transformation as well as the comprehensive well-off crucial period,the establishment of public goods supply system in the rural ethnic areas,strengthen the supply of public goods in rural areas is of great significance to the mitigation of “three rural” problem and the integration of urban and rural development.According to the research methods of “raise problems,analyze problems and solve problems”,through the combination of empirical analysis and normative analysis method,analyzes the problems and causes of towns in minority areas after the merger of the rural public goods supply effect,existence,combination of history and reality factors and puts forward some suggestions for strengthening Ethnic Township merging of rural public goods supply.This paper firstly describes the research background,research significance and research status at home and abroad,introduces the research content and research methods of this paper.Secondly,the general theory of ethnic regional autonomy,administrative division,the supply of public goods and the integration of urban and rural areas are systematically analyzed.Again on the supply situation after the merger of towns in minority areas of the rural public products are analyzed,summarized the current main problems of rural public goods supply in minority areas exist,the total supply,the imbalance of supply structure and supply imbalance between urban and rural areas.Based on the analysis of the main causes of the problem,which are the economic structure of urban and rural economic structure of the shackles,the negative influence of the township merge,the main body of rural public goods supply,the local government supply decision-making mechanism is not perfect,local government fiscal imbalance.Finally,through the above analysis,to solve the problems of towns in minority areas after the merger of the supply of rural public goods as the starting point,put forward the corresponding path to strengthen the supply of public goods in rural areas in minority areas,namely the establishment of the "urban and rural integration" of the supplysystem of public products,deep ethnic township merge follow-up reform,building a diversified supply system.Establish and improve the multilevel supply mechanism of rural public goods supply,clear responsibilities at all levels of government.更多还原
