【摘要】 马克思主义政党历来都将基层党组织建设摆在十分重要的位置,强调基层党组织是党的坚实基础。我党在建党之初就十分重视基层党建理论建设,它是马克思主义中国化的重要理论体现之一,我们党在长期的基层党建工作实践中不断总结提升。这也要求我们需不断加强对基层党建理论的研究,不断丰富、完善基层党建理论。中国共产党是一个党员数量庞大的大党,而且是拥有庞大基层党员数量的大党。基层党员不断累积的群众基础与发挥的先锋模范作用,是我党不断取得胜利的重要法宝。因此,打造一支高质量的基层党员队伍的是十分必要的。所谓基层组织就是社会各种组织的最低一层。基层党组织是党和国家基层路线和政策方针的实施者。基层党员不断累积的群众基础与发挥的先锋模范作用,是我党不断取得胜利的重要法宝。基层党员在努力实现我党的伟大使命的同时,还要不断加强自身的管理。在社会发展日新月异的今天,基层党员队伍建设与基层党组织建设都应该被赋予新的内容。乡镇是基层组织中的重要组成部分,任务是宣传党的基本路线和政策,团结群众、联系群众,为群众服务。乡镇基层党组织发挥着重要的作用,它直接体现着党在基层的领导力,这是其他任何组织所都不具备的功能。乡镇基层党员担负着将党与群众更加紧密联系起来的重要责任,把党的方针政策传达给群众,同时联系群众、服务群众,将群众的声音传给党和政府。基层党员队伍虽然数量庞大但质量相对较差,乡镇基层党员队伍建设要从基层党组织入手,依靠广大的基层党员和人民群众,使基层党员发挥其积极性和先锋作用的同时,不断地调动广大群众的积极性,逐步完善乡镇基层管理工作。因此,本文从众多的基层层面中,选取乡镇作为切入点,研究基层党员队伍建设的相关问题,进而不断完善乡镇基层党组织建设和基层党建理论。本文研究的是乡镇基层党员队伍建设的相关问题。正文共分为三部分,第一部分介绍乡镇基层党员队伍建设的理论依据,重点阐述了文中涉及到的相关概念,包括党的基层组织、基层党建和基层党员队伍建设的内涵;以及部分国家领导人对基层党建理论的重要论述,按照不同的革命时期介绍了毛泽东对于基层党建理论的重要论述,介绍了十一届三中全会以来邓小平关于基层党建的重要论述,以及习近平在党的十八大后对基层党建提出的新要求、采取的新做法。第二部分介绍了当前乡镇基层党员队伍建设中存在的问题,主要从乡镇基层党员队伍现状、党员自身、党组织三方面进行了归纳。当前乡镇基层党员队伍结构并不合理,老龄党员比例大、男女比例失衡、党员素质偏低是存在的主要问题;从党员自身方面来看,先锋模范作用不突出,降低对自身的要求,缺乏服务群众的本领;从党组织方面来看,主要存在班子不协调、干部素质不高、不重视党员权利的问题。同时根据存在的问题,从党员管理、党员教育、党组织自身建设三方面分析了造成问题出现的主要原因。党员管理的相对滞后造成党员结构不合理、党员不作为,党员教育缺乏有效手段导致党员没有学习热情、教育效果不明显,党组织忽视自身建设造成了党组织威信低、行动力差、凝聚力不强。第三部分是论文的重点,提出了乡镇基层党员队伍建设的对策,从对乡镇基层党员的管理、教育及基层党组织建设三个方面展开论述。加强党员管理是基础性工作:严格入党程序以保证队伍的纯洁性和先进性;规范流动方式,以促进流动党员的管理来带动党员管理工作不断灵活;依据乡镇基层的实际情况,探索创新性管理方式,一方面要赋予一些长期保留并行之有效的传统方法新的内涵,另一方面提出“互联网+党员队伍建设”的创新性管理模式;在新形势下从严治党,着重介绍了解决“小官巨腐”问题、发挥乡镇纪委作用、加强社会监督。加强党员教育要从加强制度建设、整合教育资源、创新载体手段几方面入手,以改变乡镇基层党员素质偏低、能力较弱的现状。通过发挥党组织的领导核心作用、改革党组织设置等方法加强基层党组织建设,为党员创造服务群众、发挥自身价值的平台,以组织建设带动党员队伍建设。更多还原

【Abstract】 Marxist party has always attached great importance to the construction of grass-roots party organizations and emphasized that it is the solid foundation of the party. In the beginning of the founding of the communist party of China, it has attached great importance to the construction of the party and the theory of grass-roots party construction. The theory of grass-roots party construction is one of the important theory which embodies Marxism in China and our party has been constantly developed in the long-term practice. So it is necessary that we need to continue to strengthen the study of the theory of grassroots party construction, and constantly enrich and perfect it. The communist party of China has a large number of members, most of which are township party members. Therefore, the management and construction of the grass-roots party members is particularly important.The basic unit party member The mass base accumulated by the grass-roots party members and the exemplary role played by them is an important magic weapon of our party’s constantly victory.The so-called grass-roots organization is not only the lowest layer of various social organizations, but also the implements of the party and the country’s most basic route and policy. The continuous accumulation of grassroots party members and play a vanguard and exemplary role, is an important weapon for our party to win the victory. Grassroots party members in an effort to achieve the great mission of our party at the same time, but also to strengthen their own management. With the rapid development of society, the construction of grassroots party members and Party organizations should be given a new content. The township party members is an important part of grass-roots organizations, whose mission is to promote the party’s basic line and policies, unity the masses, ties with the masses, and serve the masses. The township grassroots party organizations play an important role. It is the important embodiment of the party’s leadership in the grassroots of society, which is what other organizations can’t do. The township party members are the backbone power to implement the party’s various policies and ties the party and the government with the masses. They are bridges, which serves the masses.There are a large number of grass-roots party members while their quality is relatively poor. The township party member troop construction should start from the grassroots organizations.Rely on the majority of grass-roots party members and the masses to play an active and pioneering role in the grassroots party members. At the same time, we should constantly arouse the enthusiasm of the masses and gradually improve the township grassroots administration. Therefore, from a number of grass-roots level, I select the township as a breakthrough point and study the related problems of the township party member troop construction, in order to perfect the rural grass-roots party organization construction and grass-roots party construction theory.In this paper, we study the related issues of the construction of grass-roots party.The text is divided into three parts.The first part introduces the theoretical basis of the construction of grass-roots party, which expounds the related concept, includs the party’s basic-level organization, the connotation of grassroots party construction and the construction of the party member troop and some leaders’ important theory of grassroots party construction. According to the different revolution, it introduces the importance of the grass-roots party construction theory of Mao Zedong, and Deng Xiaoping’s important discourse about basic party since the third plenary session,And the grassroots party construction after the party’s 18 new requirements, a new approach is put forward by Xi Jinping.The second part introduces the problems existing in the current township party member troop construction.It mainly summaries from three aspects :current situation of township party member troop, party members themselves, the Party organization.The structure of current villages and towns grass-roots party members team is not reasonable, aging serious, the sex ratio imbalance and the party member quality is low;From the perspective of party itself, the cutting edge exemplary role is not prominent, reduce the demand for itself, a lack of service ability of the masses; In the party organization ways, there are group uncoordinated and cadre quality is not high, do not take the party member rights issue..At the same time according to the existing problems, I analyze the main causes of the problems.The party member management relative lag caused by unreasonable structure of party members, party members inaction, party member education lack of effective means to cause the party member lack of learning enthusiasm, education effect is not obvious, organizing ignore the construction caused a low prestige, power, and the cohesion is not strong.The third part presents the countermeasures of the township party member troop construction.It is discussed from the management and education of township party members to the grass-roots party organization construction.According to the actual situation of the township, I point out the need to continue to use some long-term retention and effective method of party construction and put forward to give new meaning to these traditional methods, in order to adapt to the new features of the development of the township. At the same time according to the new characteristics of the times, I focus on a number of innovative ways and means, such as the "Internet + party building." In the governing party, under the new situation are introduced to solve problem of "small officer huge corruption", play a role of villages and towns commission for discipline inspection, to strengthen social supervision. To strengthen the party members’ education should from strengthening the system construction, integrating education resources, innovation carrier means a few aspects, the township to change the status of the party member’s low quality and weak ability. Through playing a role of the core of leadership of the CPC at the grass roots level, the reform party organization set up to strengthen the construction of grass-roots party organizations, such as creating platform, playing role of the advanced model for party organization to strengthen the construction of the party member troop.更多还原
