【摘要】 哈尔滨市作为东北农业基地的重要分支,其重要的地理位置和得天独厚的条件使其在农业科技成果转化中发挥着巨大作用。本文在概述农业科技成果转化的相关理论和比较分析国内外农业科技成果转化典型经验的基础上,从政策法规、科技计划、服务平台、农业高新技术产业发展等方面分析了黑龙江省哈尔滨市农业科技成果转化现状,归纳出哈尔滨市农业科技成果转化存在的问题,思想观念陈旧,推广转化理念相对落后,体系缺乏活力,管理体制不健全等,并从农业科技转化创新的视角,深入剖析了影响哈尔滨农业科技成果转化的制约因素,采取对症探讨的方式。作者通过对哈尔滨的农业工作实际进行调查,提出完善哈尔滨农业科技成果转化机制的指导思想和总体目标,加快农业科技成果商品化、产业化、规模化进程。并针对如何发展农村经济,加快农业现代化,离不开“农业科技成果转化”进行了深入的探讨,挖掘转化过程中蕴藏的巨大的潜在生产力,从而实现经济效益、社会效益和生态效益。文章在分析借鉴国内外农业科技成果转化经验的基础上,结合哈尔滨市农业科技成果转化的现状,分析农业科技成果转化过程中出现的问题,探讨哈尔滨市农业科技成果转化的方式和途径,提出哈尔滨市农业科技成果转化的发展意见和对策。在市场经济条件下,农业科技成果转化问题,涉及到在农业科技体制改革和农业科研机构的生存与发展,转化工作存在“水土不服”的问题,文章从根源上对困难进行探讨的同时,采取实践是检验真理的唯一标准,通过查阅文献,利用问卷和访谈的方式开展调查研究,并对调研结果进行推断分析和综合评价分析,从而提出具有针对性的解决措施,推进哈尔滨市农业科技成果的转化方式,实现转化价值的最大体现。在研究的过程中,针对哈尔滨市农业科技成果转化的相关问题进行了深入的研究,从农业这一国之根本入手,以哈尔滨市的农业科技成果转化为切入点,分析了哈尔滨市农业科技转化的现状、制约因素、以及对应的策略入手,将科研成果充分应用到广阔到农村土地上。哈尔滨市作为农业科研攻坚城市,应走在全省乃至全国的前列,坚持以“创新驱动战略”为契机,以解决“三农问题”为跟本目标,实现农业科技成果更为有效的转化为经济效益。在看到农业发展的潜力的同时,也应注重其科技成果的转化作用,确保科研成果提升生产力,在新型农业结构中发挥重要作用,形成集产、学、研为一体的农业基地,形成成果专业人员研发、专业平台研讨、实践基地研习、基层推广宣传等为一体的成果转化体系。更多还原

【Abstract】 Harbin City, as an important branch of the northeast agricultural base, it plays a huge role in the transformation of agricultural science and technology achievements because of its important geographical position and unique conditions. The article is based on summery the theory of transformation of scientific and technological achievements in agriculture and comparative analysis the typical experience of domestic and foreign agricultural science and technology achievements, then analyzes the status quo and sum up the existing problem of the transformation of agriculture scientific and technological achievements in Harbin city Heilongjiang province which from the aspects of policies and regulations, technology planning, service platform and agricultural high-tech industry. Such as old ideas, the concept of transformation relatively backward, lack of energy system, and the non-perfect management system. From the perspective of the transformation and innovation of agricultural science and technology, analyzing the factors in-depth that affect the transformation of scientific and technological achievements in agriculture in Harbin, then adopting the discussion way.The author investigated through the actual agricultural work in Harbin, putting forward the guiding ideology and the overall goal of transformation mechanism of agricultural science and technology achievements in Harbin, to accelerate the commercialization, industrialization, and large-scale process of agricultural science and technology achievements. And discussing about how to develop the rural economy, how to accelerate agricultural modernization and cannot do without the "transformation" of agricultural science and technology achievements, which transformation process in mining potential productivity, so as to achieve economic, social and ecological benefits. Reference based on the analysis the transformation experience of domestic and foreign agricultural science and technology achievements, Combining with the current situation of agricultural science and technology achievements transformation in Harbin City, analyzing the problems of agricultural science and technology achievements transformation, exploring the way of the transformation of agricultural science and technology in Harbin city, and putting forward suggestions and countermeasures to the transformation of agricultural science and technology in Harbin city. Under the condition of market economy, the problem of agricultural scientific and technological achievements transformation which related to the reform of agricultural science and technology and the survival and development of agricultural research institutions. And the transformation work exists of problem that "the climate does not suit one." as well as this paper probes into the problems from the root, takes inspection practice is the sole criterion of truth, then through literature, investigating study on the use of questionnaires and interviews and analyzing the research result and comprehensive evaluation, so as to put forward targeted solutions and ways to promote the transformation of agricultural science and technology in Harbin city, to achieve the maximum conversion of value.In the research process, studying on the related issues of the transformation of agriculture scientific and technological achievements in Harbin city. Starting from the agricultural which the basic of the country, then the agricultural science and technology achievements transformation in Harbin city as the breakthrough point, analyzing the current situation, transformation constraints and corresponding strategies of agricultural science and technology in Harbin. Let the research results could be applied to rural land widely. Harbin city as the crucial city of agricultural scientific research, should walk in the forefront of the province, adhere to the "innovation driven strategy" as an opportunity to solve the "three rural issues" with the goal of achieving more effective agricultural scientific and technological achievements into economic benefits. After seeing the potential of agricultural development, we should also focus on the role of the transformation of scientific and technological achievements, to ensure that research productivity and play an important role in the new agricultural structure, forming a set of production, learning and research for the development of agriculture, and forming the transformation system which integration of a set of the R & D results forms by professionals, professional platform research, study in practice base, grassroots promotion and publicity, etc.更多还原
