【摘要】 皖北地区发展事关安徽发展整个大局,没有皖北地区之振兴,就没有安徽之崛起,没有皖北地区之实现小康,就没有安徽之全面实现小康。由皖南先进市、县、区对口支持皖北地区市、县合作共建现代产业园区即在此背景下应运而生。蚌埠铜陵现代产业园作为安徽省内一个南北政府间合作共建现代产业园,既享受着省级开发区独立运作、封闭运行等各项政策待遇,同时又承担着加快发展振兴皖北的重任,必须在发展问题上有一个清醒的认识和重点的梳理。本文在交代研究目的和意义、国内外相关研究综述、主要概念界定、理论基础、研究内容和方法的基础上,对蚌埠铜陵现代产业园发展现状进行了介绍,对园区发展思路和战略重点不够明晰、合作共建体制机制有待完善、招商引资主导产业培育效果不明显、基础设施配套建设总体进展不快等重点问题进行了梳理,通过对国内有关合作共建园区的经验借鉴得出一些有益启示,最后从明确发展思路和战略重点、完善合作共建体制机制建设、加大招商引资加快培育发展主导产业、加快基础设施配套建设推进产城一体化发展等方面提出了对策。本文的研究对加强地方政府之间的合作,理顺合作共建园区的体制机制,解决深层次发展问题,加快区域协调发展具在十分重要的促进作用。更多还原

【Abstract】 The development of northern part of Anhui province is in close relation to the overall development of the province. Without the revitalization of the northern part of the province, we can barely achieve the overall rising of Anhui. Without the well-off of the northern part of the province, we can barely fully achieve the well-off of the whole province. In this background, the partner assistance of districts, counties and cities in northern Anhui by advanced districts, counties, and cities in southern Anhui for building modern industrial park emerged. As a modern industrial part constructed jointly by governments in both northern and southern part of Anhui province, Bengbu-Tongling Modern Industrial Park not only enjoy the policy preference of independent and close operation of provincial level development zone but also undertake the important task to accelerate the revitalization of Northern Anhui. Therefore, we should clearly understand the key development issues and straighten our thought.Based on the description of the objective, background, significance, contents, and methods of the research, as well as the literature review at home and abroad, the paper introduces the basic condition and development environment of Bengbu-Tongling Modern Industrial Park, analyzes key issues such as unclear development thinking and strategic emphasis, unsmooth cooperation and joint construction mechanism, inconspicuous cultivation and development of the leading industry in attracting investment, and slow progress of the infrastructure construction. Some useful instructions are gained through exploration of the experience in the development of relevant cooperative industrial parks in China. Finally, We put forward suggcstions from the following four aspects:clarifying development concepts and strategic emphasis, improving cooperative construction mechanism, promoting the efforts in attracting investment and developing leading industry, and accelerating infrastructure construction, and so on, are put forward.The paper is of vital significance for enhancing cooperation among local governments, clarifying the mechanism for cooperative construction industrial parks, solving in-depth problems of development, and accelerating the regional coordinated development to bring the public administration and management function of the local government into full play.更多还原
