【摘要】 内蒙古自治区特别是牧区由于人口机械式增长及受野蛮增长效益的驱动,导致草原生态环境不断恶化,草地退化、沙化趋势有增无减,加之与其他民族在长期接触过程中,民族文化的碰撞、冲突、交融,对游牧文化产生了极大的影响。生产生活环境的巨变,传统文化的流失和变迁使得牧区很难继续保持原来的生产生活方式。因此关注内蒙古牧民收入现状,确保牧民收入稳定增长对于促进民族地区经济社会稳定发展、繁荣民族地区文化有着重要的现实意义。本文以内蒙古自治区33个牧业旗县之一的镶黄旗作为研究对象,充分吸收和借鉴了前人的研究成果和分析方法,以实证研究为主,结合文献调查法、比较分析法、规范分析与实证分析,运用经济学理论和方法对已掌握的相关资料进行整理和分析的基础上,探究出镶黄旗牧民收入波动的真正原因。本文主要内容和结构安排具体如下：第一部分：主要阐述了研究背景及意义、研究内容与方法、文献综述、创新及不足之处。第二部分：主要通过2000年以来对镶黄旗的地区生产总值、财政收入、社会消费品零售总额的全面、客观的统计描述,介绍了镶黄旗的经济发展情况。第三部分：首先总结出自2000年以来镶黄旗牧民收入的波动特征；其次从波动幅度、波动高度、波动深度以及波动的整体位势等四个方面,总结了镶黄旗牧民分项收入波动的总体特征及其变化；最后通过横向比较分析更加突出镶黄旗牧民收入波动的主要特征。第四部分：分析出引起镶黄旗牧民收入波动的原因,主要有自然原因、政策原因、经济原因以及区位原因。第五部分：探索性地提出平抑牧民收入波动,实现持续稳定增收的途径。尝试从加强基础设施建设、拓宽牧民增收渠道、优化牧区人力资本配置、发展牧区合作社、规范和拓宽牧区金融服务、探索推进畜牧业保险等方面提出指导性建议。更多还原

【Abstract】 Inner Mongolia Autonomous Region in particular pastoral areas due to population growth and mechanically driven by growth in brutal efficiency, resulting in deteriorating ecological environment of grassland, grassland degradation, desertification trend continues unabated, coupled with other ethnic groups in the process of long-term exposure, national culture collision, conflict, blend of nomadic culture had a tremendous impact. Production and living environment changes, the loss of traditional culture and change so that it is difficult to maintain the original pastoral production and lifestyle. So, It is of great significance to promote steady economic development and prosperous culture in minority areas to focus on the current state of herders income and to ensure the steady growth of income for herdsmen. Taking Xianghuangqi Inner Mongolia Autonomous Region, one of 33 counties in animal husbandry as the research object, fully absorb and learn from the results of research and analysis of previous studies, empirical research, combined with a literature survey, comparative analysis, normative analysis and empirical analysis, based on the use of economic theory and methods have mastered the relevant information collation and analysis, to explore the real reason Xianghuangqi herdsmen income fluctuations. The main contents and structure of the paper is organized as follows:The first part:mainly describes the background and significance, research content and methods, literature review, innovation and deficiencies.The second part::mainly through comprehensive, objective statistical description of Xianghuangqi of GDP, fiscal revenue, the total retail sales of social consumer goods in the case since 2000, introduced the economic development of Xianghuangqi.The third part:first summarize by characteristic changes Xianghuangqi herdsmen income since 2000; secondly from volatility, fluctuations in height, depth and fluctuation four overall potential volatility, etc., summarizes the overall breakdown Xianghuangqi herders income fluctuations characteristics and change; final comparative analysis of the main features more prominent Xianghuangqi herdsmen income fluctuation through horizontal.Fourth part:analysis of the cause factors Xianghuangqi herders income volatility, mainly regional economic development, industrial restructuring, policy factors, the market and natural factors.The fifth part:Exploratory pastoralists have made to stabilize income fluctuations, sustained way stable income. Try formulation of recommendations from the herdsmen to broaden sources of income, the development of pastoral cooperatives to further optimize the pastoral areas of human capital, promote exploration of livestock insurance, strengthen infrastructure construction, specifications and broaden the pastoral aspects of financial services.更多还原
