枣庄市中心城区基础教育设施空间配置优化研究

【摘要】 随着经济社会的快速发展,广大人民群众对教育资源质量的要求越来越高。由于基础教育发展的地区差异、校际差异、受教育者群体差异等,带来的教育的不公平现象越来越受到社会的广泛关注。枣庄市作为一座煤炭资源枯竭型城市在离散的城市空间格局、激烈的空间结构变化、快速的人口变迁、紧缺的城镇建设资金以及不足的教育预留用地等因素作用下,基础教育设施呈现出空间布局零散、片区间学校占地面积差异大、大规模学校集中分布等特征。本文以枣庄中心城区基础教育设施为例,通过发放调查问卷,利用GIS技术平台,从设施配置与使用情况、空间覆盖率、实际服务半径、服务质量满意度等方面评估枣庄中心城区基础教育设施的空间服务状况。研究结果显示:学校硬件配置达标率低,学校服务适龄人群过多;学校空间覆盖率低;实际服务半径超标。基于目前基础教育设施配置空间服务状态,结合枣庄基础教育设施现状及出台的政策条件,提出了枣庄中心城区基础教育设施空间优化调整方法和空间优化政策建议。教育设施空间优化调整方法上,引导人口合理迁移,增加新区的吸附能力;动态调整各个片区学校用地布局;结合社区中心划分教育片区;构建教育评价体系,实现学校间均衡发展。空间优化政策建议包括:拓宽办学资金,增加学校建设投入;建立教育资源开放平台,实现校际间、片区间资源共享;促进公众参与性,使之能够增加预测就学需求的精确性。
【Abstract】 With the rapid development of economic society, people pay more attention to the requirement for the quality of education resources, Basic education development of the regional differences, inter-school, educated group differences, which takes a result that the unfair phenomenon of education. As a coal resource-exhausted city, with changes in spatial structure of urban spatial pattern, intense and rapid population change, shortage of urban construction funds, and under the influence of factors such as the education of reserve land, Infrastructure education presents the spatial layout is scattered, chip interval school covers an area of big differences, mass concentration distribution characteristics.The results showed that:low-rate schools hardware configuration success, too-full service school-age population,and low school space coverage; The actual service radius,Based on the current state of basic education facilities configuration space service, together with the present situation of zaozhuang basic education facilities and conditions of the policy, we proposed the zaozhuang city center infrastructure adjustment method about education space optimization and policy suggestions about space optimization. Adjustment method about education space optimization,guide the reasonable population migration to increase its adsorption ability; adjustment district school land layout; Combined with the community center education area; Build education evaluation system to balanced development between schools, Broaden the educational funds, increase school construction investment. Policy suggestions about space optimization, broaden the educational funds, increase school construction investment; establish education resources open platform, realizes the intercollegiate, chip interval between resource sharing; promote the public participation, to increase the accuracy of demand.
