【副题名】以嘉兴市委组织系统政务微博为例

【摘要】 随着网络信息技术在我国的发展和成熟应用,微博正以核裂变的方式开始在国内迅速传播,拥有了数亿的用户。和其它的传统媒体相比,微博的影响力无人能及,得到了广大网民的追捧,政府也逐步运用微博来进行社会管理。2009年9月,湖南桃源县开通桃源网微博,自此,微博作为一种新的社会管理方式进入人们的视野,不同地方政府纷纷开通官网微博。但是,在政务微博从出现到爆发式增长中短短的几年,“微博式”的政民信息互动由于政府部门与民众的素质缺失、政务微博管理的缺位以及微博信息内容的瓶颈等,带来了政务微博在政民信息互动中的诸多问题。本文在对政务微博、政民互动和基于政务微博的政民互动等相关概念进行梳理的基础上,以嘉兴市委组织系统政务微博为例对政民信息互动等方面进行分析,并引入公共沟通理论以及奥斯古德-施拉姆循环模式理论,分别从公共信息的传播者和接受者、公共沟通的渠道、公共沟通的内容三个角度出发,对政务微博在政民互动中面临的问题进行分析。在对策建议部分,也以这三个角度为突破口,提出提升互动主体的素质、完善政务微博管理和充实政务微博信息内容这三方面对策,以期进一步完善政务微博在政民信息互动中的作用。全文共分七个章节。第一章:绪论。简要说明本文选题的背景、意义,对政务微博在政民信息互动的国内外研究现状做一综述,同时说明本文的研究思路及主要研究方法。第二章:相关理论概述。简要介绍本文论述中使用公共沟通理论以及奥斯古德-施拉姆循环模式理论。第三章:我国政务微博在政民信息互动中的作用基本概况。介绍我国政务微博的发展,提出了我国政务微博在政民信息互动中的作用分类,并对政务微博在政民信息互动中的特点进行归纳。第四章:政务微博在政民信息互动中的作用个案分析。以嘉兴市委组织系统政务微博为例,介绍嘉兴市委组织系统政务微博在政民信息互动中的传播概况,分析了政务微博在政民信息互动中的相关作用机制,并对互动中的作用效果进行了分析,通过具体事例的现状描述,政务微博在政民信息互动中的问题就有迹可循,相应的对策就有理可据。第五章:提出政务微博在政民信息互动中所面临的问题。从公共信息的传播者和接受者、公共沟通的渠道、公共沟通的内容等方面对政务微博在政民互动中面临的问题进行分析,并就产生问题的原因进行剖析。第六章:提升政务微博在政民信息互动中的作用有效性对策建议。在问题分析的基础上,提出提升互动主体的素质、完善政务微博管理和充实政务微博信息内容这三方面具有针对性和操作性的对策。第七章:结束语。对本文论述做一总结,指出本文的不足和对未来的展望。更多还原

【Abstract】 With the development of information technology networks and mature application in China,at moment microblogging came in China, with the spread of nuclear fission model, hundreds of millions of audience, amazing propagation effects and different from traditional media highly interactive, by many people of all ages, is becoming an important tool for government social management. The second half of 2009, Hunan Taoyuan Conty official microblogging "Taoyuan network" came out, becoming China’s government departments first open microblogging. after which, out of the innovation of social management, strengthen consider political interaction, local government a series of government microblogging sprung and development. With its authority, interactivity, immediacy, PFP and other characteristics, widely by the government sector, the media, the public and other aspects of welcome, and quickly became the new position of the network of public opinion. However, in the government microblogging from there to the explosive growth in just a few years, "microblogging" type of political people interact with information because of the quality of government departments and people missing, as well as the absence of the Chief microblogging microblogging content management bottlenecks and other government microblogging brought many problems in information interaction of political people.Based on the government microblogging, political interaction and political interaction based on government microblogging and other related concepts to sort on to Jiaxing municipal government microblogging organizational system as an example to the public information on the political aspects of the interaction were analyzed, and the introduction of public communication theory and Osgood- Schramm loop mode theory, respectively, from communicators and recipients of public information, public channels of communication, public communication of the contents of the three angles of view, the government microblogging in politics and people interaction problems were analyzed. Suggestions in part, to these three perspectives as a breakthrough, made to enhance the quality of interactive body, improve government microblogging management and enrichment of government microblogging content these three measures to further improve the government microblogging in politics and people interact with information in role. This paper consists of paper is divided into seven chapters.Chapter One: Introduction. In this paper, a brief description of the background, the significance of the research status in government microblogging political people interact with information to do a review, but illustrate research ideas and research methods.Chapter 2: Overview of relevant theory. This article briefly discusses the use of public communication theory, and Osgood- Schramm loop mode theory.Chapter 3: The role of government micro-Bo Jung Min interactive information in the basic profile. Describes the development of China’s government microblogging proposed role of government micro-Bo Jung Min interactive information in the classification, and government microblogging characteristics of political people interact summarize information.Chapter 4: government microblogging political people in the role of interactive information case analysis. Jiaxing Municipal government microblogging organizing system as an example, Jiaxing Municipal government microblogging dissemination of organizational systems in the political public profile information interaction, analyzes the mechanisms of government micro-blog related information interaction in the political people, and Interaction effects were analyzed by specific examples of describing the status quo, government microblogging problem of political people interact with information, there can be tracked, and the corresponding countermeasures to justifiable.Chapter 5: Promotion of government micro-Bo Jung Min interactive information faced. From the aspect of communicators and recipients, public channels of communication, public communication of the contents of public information and other issues analyzed government microblogging political interaction in face of reason and to analyze the problem arises.Chapter 6: to enhance the role of government microblogging political people in the effectiveness of interactive information suggestions. On the basis of the analysis of the problem, we propose to enhance the quality of the interaction body, improve government microblogging management and enrichment of government microblogging content in these three areas targeted and operational countermeasures.Chapter 7: Conclusion.
