考虑非期望产出的广东省工业用地经济效率研究

【摘要】 土地是稀缺、不可再生的重要资源,土地的利用不仅关系到经济的发展,同时也对生态环境产生重要影响。工业用地作为土地利用类型中重要的一部分,是国家经济发展的重要支撑,同时也是提高土地利用经济效率的重要的一个方面。以往对工业用地效率的研究更多地关注其经济产出能力,却忽视了工业所带来的噪音、污染等环境问题,因此,如何综合衡量工业用地经济和环境成为研究的重点。文章首先对广东省经济发展现状和工业发展、污染现状进行了定性分析,随后基于松弛变量模型(SBM),利用数据包络分析方法对广东省21个城市2012年至2014年的数据进行测度,最后对广东省工业用地利用效率进行定量分析,并提出优化建议。本文得出的主要结论有:(1)基于松弛变量DEA模型能够更好的反映工业生产中的实际情况。利用SBM模型定量分析的结果中,同样的模型下考虑非期望产出的结果相较于不考虑非期望产出的结果较差,而这一结果更加符合第三章广东省现状分析。(2)广东省在考虑非期望产出情况下得到的效率值低于不考虑非期望产出情况下得到的结果。(3)广东省工业用地整体规模效率偏低。珠三角地区工业集约度高,资金更为密集,规模效率相比高于全省平均水平,而非珠三角地区与广东省情况一样规模效率偏低。(4)广东省工业用地利用效率提高的主要方向在于非期望产出的减少。模型结果显示广东省各城市经济产出并不存在不足的情况,而三废排放过量率均较高,因此,工业用地利用效率提高的主要途径在与工业三废排放的减少。

【Abstract】 Land is scare, important and non-renewable resource. Utilization of land is not only related to the development of economic, but also an important impact on the ecological environment. Moreover, effective use of land is of great significance. Industrial land, as an important land utilization form, is a strong support of national economic development, but also an effective way to improve the utilization efficiency of land. Previously, researches on the efficiency of industrial land pay more attention to its economic output while ignored the noise, pollution and other environment problems that industry brought. Therefore, how to measure the economic and environment of industrial land would be the focus of our study.Firstly, our study carries on the qualitative analysis about economic development, industrial development, and pollution of Guangdong province, then we applies data envelopment analysis method which based on slack variable model(SBM) to measure the data of 21 cities in Guangdong province from 2012 to 2014. At the end of our study, we carry on the quantitative analysis of industrial land use efficiency of Guangdong province, and put forward some suggestions.Here are our main results:(1)Analysis that based on the slack variable DEA model is more close to the practical situation of industry. Based on SEM model, we find that the result of considering the desirable output is more disappointed when compared with that of not considering the desirable output. Actually, such result is more consistent with the current situation of Guangdong province in the third chapter.(2)In Guangdong province, when we consider the desirable output, the efficiency is lower than that without considering the desirable output.(3)The scale efficiency of the overall industrial land in Guangdong province is low. In the pearl river delta region, centralized industry and sufficient funds make its scale efficiency become higher than the entire province average level while other regions are still as low as the overall scale efficiency.(4)In order to improve the utilization efficiency of industrial land in Guangdong province, we suggest to reduce the Undesirable-Output-Model results show that there is no shortage in economic output of cities in Guangdong province, however, the emissions of “three wastes” are high. Hence, reducing the emissions of the industrial “three wastes” is the main way to improve the utilization efficiency of industrial land.
