【摘要】 地方政府作为职业教育的重要主体,它在高职教育发展中起着重要的作用,地方政府应该如何发挥更好的作用,积极促进高职教育的发展是个具有现实意义的课题。本文将克服高职院校本位主义的认识局限,从公共管理视角出发,在相关理论基础上,运用文献研究法、问卷调查和比较研究等方法,从实际现象着手阐明了选题背景、研究意义、对高职教育发展中的地方政府作用的理论基础进行了阐述,对职业教育发展中地方政府作用的国内外经验进行了对比借鉴。发展高职教育已成为一种必然趋势,地方政府作为高职教育的管理主体,在高职教育发展中有着至关重要的作用。文章从应然的角度分析了高职教育发展中地方政府必须发挥作用的缘由及目前政府在广东高职教育发展中已发挥作用。在问卷调查的现实基础上,总结广东地方政府在高职教育发展中作用不足的表现,并对其原因进行分析,这解决的是一个实然的问题,根据应然和实然之间的差距,进一步提出广东高职教育发展中地方政府作用的完善措施。本选题旨在针对目前生源变化背景下广东高职教育发展中的地方政府作用不足引起政府的重视,并提出完善措施,发挥好地方政府作用,着力营造制度环境、改进服务、加强规范管理和监督指导等,确保高职教育人才培养目标得以实现,促进职业教育与社会需求紧密对接,实现高职教育的健康可持续发展。更多还原

【Abstract】 As the principle sector of vocational education, local government has been attached great importance in the developing process of higher vocational education. Therefore, how to make local government play a greater role, actively promoting the development of higher vocational education, is a subject with realistic significance.The thesis is going to overcome the cognitive limitation of selfish departmentalism in vocational college. In the view of public management, on the basis of relevant theory, the thesis illuminates the topic background, research significance, and the basis theory of local governmental functions in higher vocational education and contrasts the internal and international experience of local governmental functions by the methods such as literature study, questionnaire survey and comparative study. As to develop higher vocational education becomes an irresistible trend, local government, as the management main body of higher vocational education, plays an essential role in its development. The thesis analyzes the reason why the local governmental functions matter and the effect of local governmental functions in Guangdong province from the normative perspective. From the realistic foundation of questionnaire survey, the thesisalso summarize the insufficient of local governmental functions in Guangdong province, and analyzes the cause, which solve the objective problem. From the gap of normative perspective and objective problem, further propose measures to optimize the local governmental functions in higher vocational education in Guangdong.The thesis is aiming to raise the attention of local government by the situation in Guangdong under the background of constantly changing student source, put forward measures for improvements, create institutional environment, improve governmental service, optimize the management system and supervise the relevant administration. Accordingly, it achieves the realization of talent cultivation in higher vocational education, effective butt joint of higher vocational education and development of economic society, and the healthy sustainable development of higher vocational education.更多还原
