【摘要】 目前,我国校长负责制已实施三十年,基本在各地中学实现了全面推广与实施。由于该制度将学校管理责任和职权集中于校长一身,既有利于学校行政工作统一指挥、提高学校行政职能与效率,也很大程度上解决了学校管理中职责不分、赏罚不明、效率低下等弊端,为各学校以及基础教育的发展起到巨大推动作用。但同时,我们也发现中学校长负责制在权力运行过程中暴露出来的一些弊端,如部分学校校长集权化严重、校长存在“权力失衡”现象以及校长权力缺乏相应制约等。论文详细研究了我国中学校长负责制,通过以石家庄为主要代表的河北省部分中学校长负责制的实践与发展的现实案例,运用学生调查问卷、教师访谈、随机采访等方式,对当前部分中学在校长负责制权力运行过程中出现的校长“权力失衡”等现象进行研究、探讨,并提出相应解决方法,以提高各中学管理效率和学生的学习质量,促进校长负责制得到进一步完善和发展。通过调研发现,在校长负责制体制下,我国各中学校长在学校内既是决策者也是执行者,处于绝对的强势地位。作为学校的法人代表,校长全权负责和领导学校一切事物,但由于相应的监管缺失,很容易产生校长权力腐败等一系列问题。论文以中学校长负责制及其权力运行的研究入手,一方面梳理发现目前存在的一些问题,另一方面通过理论实践分析,得出相应的解决方法,为学校规范管理、教育政策制定提供有力借鉴。更多还原
