铜陵市社区治理体制改革探索

【摘要】 城市社区是城市最基层的组织,社区治理的效率与质量直接关系到亿万社区居民的日常生活,而提高社区治理的效率与质量关键在于健全有效的社区治理体制。2010年,铜陵市以“减少层级、提升服务、强化自治”为核心内容,在主城区铜官山区开展社区治理体制改革试点,推行“区直管社区”体制,2011年,这项改革在全市推开,安徽铜陵成为我国第一个全部撤销街道办的地级市。因此,本文对铜陵市社区治理体制改革进行研究有一定的意义。本文就是以铜陵市治理体制改革为研究对象,主要采用文献研究法和实地调查法。本文对铜陵市社区治理体制改革做了全面且深刻的介绍。首先介绍了改革的背景与动因,此次改革是在全国人大常委会废止了《城市街道办事处组织条例》的条件下,且面临体制转轨和社会转型中矛盾凸显的问题,铜陵市结合自身发展的优势适时提出。接着,文章从区直部门与社区的对接情况、网格管理新体制的实行、大社区的构建和搭建自治平台方面对改革的内容进行分析。然后总结此次改革的成效,改革不仅提升了社区的服务能力,而且也激发了居民自治的意识。最后,总结此次改革不足。改革仍不够彻底,存在去行政化不够彻底、监督机制不健全和社区负担未减轻等问题。笔者对此提出建设性的思考，提出必须厘清改革中的重要关系,理性看待社区行政化问题等,才能推进改革的发展。总体来看,铜陵市社区治理体制改革确实有可借鉴之处,为其他地区改革提供了思路。但改革要取得成效,必须结合自身发展的实际状况,积极探索适合自身发展的路径。更多还原

【Abstract】 City community is the most grass-roots organizations,the efficiency and quality of community governance is directly related to daily life of hundreds of millions of community residents,and improve the efficiency and quality of community management,lies in a healthy and effective community governancet system.In 2010, Tongling City to "delayering, improve service, strengthen autonomy" as the core content,in the main city Tongguanshan for community governance system reform, implementation of the "zone straight community" system,in 2011,the reforms carried out in the whole city,Tongling became the first withdrawal of all street-level city. Therefore, this paper taking tongling city community governancet system reform as the research object to study has certain significance.This article is in tongling city governance system reform as the research object, mainly adopts literature research and field survey method.The article do a comprehensive and profound introduction to Tongling City community governance system. First introduced the background and motivation of the reform,under this reform is the abolition of the Standing Committee of the National People’s Congress"organized by the Office Ordinance city streets" conditions,and faced with the institutional transition and social transformation issues prominent contradictions,Tongling city put forward the reform combining with the advantages of their own development.Next,the article analyzed the content of the reform from several aspects,including the construction sector and the community area straight docking situation,the implementation of new grid management system,the construction of a large community and build autonomous platform.Then,we summarizes the results of the reform,reform has achieved certain success,not only improve the community service ability,but also inspired the residents autonomy consciousness.Finally,we summarize the lack of reform.Reform is still incomplete,to the chief of existence is not thorough enough,summarizes the results of the reform, supervision mechanism is not perfect and does not alleviate the burden on community issues.The author has put forward constructive thinking,it must be made to clarify the important relationship between reform,to distinguish between functions of various departments to promote the development of the reform.Overall,Tongling City Community Governance Reform does have merit,provides a guideline for other areas of reform,but reform should be combined with the actual situation of their own development,actively explore the path for their own development,in order to achieve results.更多还原
