扬州市网络群体性事件治理对策研究

【摘要】 随着互联网的逐步普及,联网设备与社交媒介的增加和创新,互联网的信息量不断增加,整个世界随之进入包揽海量数据的信息时代,信息时代在潜移默化中对人们的生活习惯、思维方式、工作态度以及技术革新都产生了重要的影响。社会中矛盾焦点汇集问题的相关信息会在网络中迅速蔓延开来,引起有着大量相似社会背景的利益群体和阶层认识的情绪共鸣。这些人在网络中聚集形成一个个网络群体,集中发送、传播、评论信息,形成了对社会生活甚至政府的民主政治进程都产生一定影响的网络群体性事件。扬州市目前对治理网络群体性事件采取的是由公安机关为代表的政府部门一手处置,缺少多元主体参与治理。在治理网上炒作激烈的网络群体性事件的过程中,往往无法妥善处理,个别官员还常常爆出雷人言论,或掩盖错误或推卸责任,强调是工作技术上的失误,淡化责任色彩,导致事件越吵越热,最后处理流于表面,而政府机关仅仅在网络舆论炒作的压力下宣布调查处理事件相关责任人以缓和网民一时爆发的情绪,而不去深入挖掘事件背后的矛盾产生的根源。针对网络群体性事件越来越难治理的情况,本文研究过程中通过文献研究、实证研究、个案分析、系统分析的方法首先介绍了扬州市网络群体性事件治理对策研究的选题背景、选题意义以及国内外研究现状,在研究现状中也提到目前学界做了很多网络群体性事件的研究,但研究的成果主要集中在概念特征、性质影响、治理对策及应对问题方面,对公民和社会组织等多元主体参与网络群体性事件治理方面的研究甚少,而当前,多元主体积极参与到社会治理较为普遍。其次阐述了本文研究课题的理论基础。接着对扬州市网络群体性事件的治理进行现状分析,对当前扬州市网络群体性事件治理的特点进行了了解,对现有网络群体性事件治理存在的问题进行了分析。然后针对扬州市网络群体性事件治理存在问题进行原因分析。该部分是本文的重点,将治理效率不高的原因从三个不同的层面进行剖析：政府参与层面、社会组织自身层面、公民参与层面。最后通过剖析现行扬州市网络群体性事件治理的低效率,找出其潜在的影响因素,从而提出强化扬州市网络群体性事件的路径,并从以下三方面进行创新：一是从政府角度探讨了强化扬州市网络群体性事件治理的方法；二是从社会组织自身如何强大来试探网络群体性事件治理的路径；三是从公民参与方面来研究强化治理的实用性+。更多还原

【Abstract】 With the gradual popularization of the Internet, network equipment and social media and innovative, the increasing amount of information in the Internet, the world followed them into the sweep of the massive data of information age, information age in imperceptible in to people’s living habits, ways of thinking, working attitude and technological innovation produced important influence. The social contradictions in the collection of relevant information would quickly spread in the network, cause a large number of similar social background of interest groups and levels of awareness of emotional resonance. These people in network aggregation form one network group, transmission, dissemination and review information, form of social life, even the government’s democratic political process has a certain impact on the network group events.Yang Zhou city currently on the governance of the network group events taken by the public security organs as the representative of the government departments to deal with, the lack of multiple subjects to participate in governance. In the governance of the Internet hype fierce network group events in the process, are often unable to properly handle, individual officials often broke ray speech, or cover a mistake or shirk responsibility, emphasis is technical mistakes, fade, color and events leading up to the more noise more heat, the treatment of superficial, and government agencies only in the network media hype pressure announced investigation and handling of the incident related to responsible persons to ease users temporary burst of emotions, and not to dig the root of contradiction between the events behind the.In view of the network group events become more and more difficult to control the situation, in the process of this study, through literature research, empirical research, case analysis, system analysis method is first introduced in Yang Zhou city network group events governance countermeasure research background and significance and research status at home and abroad in the research are mentioned in the current academic circles do a lot of research on the network group events, but the research results mainly focus on concept, character, influence, countermeasure and deal with the problem, little research on Governance of network group events involved in civic and social organizations and the multi-subject, multi-subjects actively participate in social governance is more common. Secondly elaborated the theoretical basis of this paper. Thirdly the Yang Zhou city network group events of governance to analyze the current situation, characteristics of current events in the network group in Yang Zhou city governance was carried out to understand the of existing network group event management existing problems are analyzed. Finally analyzes the causes of the problems of the governance of the network group events in Yang Zhou. This part is the focus of this paper, the reasons for the governance efficiency is not high from three different levels:the level of government participation, social organization itself, the level of citizen participation. Finally through the analysis of the low efficiency of the current network group in Yang Zhou City Events Management, find out the potential influencing factors, so as to put forward to strengthen the Yang Zhou city network group events of path, and from the following three aspects of innovation:one is from the point of view of the government of Yang Zhou City network group events governance method strengthening; the second is to test group event of network governance path from social organizations of their own how powerful; three is from the citizen participation to research and enhance the usefulness of governance.更多还原
