变电站调控一体化远程视频监控系统设计与建设研究

【摘要】 当前我国正处于电力行业转型发展的关键阶段,电力系统运营过程中不再采用传统的运行模式,而是向着智能化的方向发展。为了实现电力系统的快速转型,电力部门需要不断改变其管理模式。因此本文以变电站为研究对象,探讨其智能化发展过程中应该解决的问题,推动变电站调度和调控的智能化发展。视频监控是近些年在电力系统中应用的一种先进技术,具有较强的可视性,在电网智能化中得到了非常广泛的应用。目前该技术已经成为智能电网发展的主流方向,实现了电力系统管理和运营效率的不断提升,为自动化技术的应用提供了可以参考的依据。本文主要研究了变电站调控一体化远程视频监控系统项目的计划管理和开发过程,为变电站调控系统项目管理提供了经验。本文主要工作如下:(1)对变电站调控一体化远程视频监控系统进行项目计划管理,通过任务分解与进度计划等步骤制订了系统项目开发的总体计划。(2)在计划管理基础上,按照系统开发流程对变电站调控一体化远程视频监控系统进行需求分析和系统设计,开发出由主站和子站两级架构组成,涵盖视频监控、安全防范、火灾报警以及环境监测等六个子系统的变电站调控一体化远程视频监控平台。(3)从系统建设、系统应用和系统性能三个方面建立变电站调控一体化远程视频监控系统的后评价指标体系,构建了改进物元可拓的系统后评价模型对其性能进行评估。调控一体化模式的应用,能够最大限度的降低变电站运行管理人员的劳动强度,提高其管理质量和效率,对推动整个配电网管理水平的提升具有非常重要的作用。本文通过变电站调控一体化远程视频监控系统开发过程的项目管理为变电站以及配电网系统建设提供理论和实践经验。

【Abstract】 With the continuous deepening reform of electric power system, the traditional operation management mode has not adapted to the development trend of the current smart grid.In order to meet the requirement of the transformation of the development mode in the power grid the existing dispatching operation management mode, distribution network management mode, and the power supply management mode of distribution network are studied. One of the problems to be solved is the establishment of the power grid operation management mode adapting to the development of smart grid.Video surveillance technology, with its intuitive, convenient and rich in content, has become more and more popular. Digital video surveillance system combines the advanced technology of computer, multimedia and network communication, not only conforms to the trend of development in the information society, but represents the development direction of monitoring of the industry, it is widely used in all walks of life, greatly improves the management efficiency and automation level. The main work of this paper is as follows:(1) Project plan management of the video monitoring system for the integration of control on transformer substation is done in this paper. Then, overall plan for system project development is made by the progress plan and WBS.(2) The requirement analysis and system design of the video monitoring system for the integration of control on transformer substation are carried out according to the system development process. Platform consist of video surveillance, security protection, fire alarm and environmental monitoring and other six subsystems is developed.(3) From three aspects of system construction, system application and system performance, the post evaluation index system is established. The evaluation model of the improved matter element extension system is established to evaluate the performance of the system.The study shows that the integrated management model can make full use of human resources, effectively reduce the operational strength of the operators and distribution network operators, and achieve the goal of improving the operation management level of the main and distribution network. Compared with the traditional operation management mode, the integrated management mode can improve the economic performance of power grid operation management. With the construction of smart grid, the model can meet the requirements of future power grid development.
