B公司玻璃窑炉烟气治理项目后评价

The Post Project Evaluation for B Company Flue Gas Emission Control in Float Glass Plant

【摘要】 随着《中华人民共和国环境保护法》、《平板玻璃工业大气污染物排放标准》(GB26453-2011)等环保排放法规的出台,为了达到新标准所规定的污染物排放限值以及响应国家积极鼓励的平板玻璃行业烟气治理综合运用和余热发电技术应用等绿色低能耗的环保运营理念,玻璃生产企业须在2014年1月1日前完成污染防治措施的整改。这使得越来越多玻璃生产企业需要更新换代能够适应新排放标准和低碳环保的新运行理念的玻璃窑炉烟气治理设备。B公司设计的北京金晶玻璃窑炉烟气治理项目是适应新排放标准和国家提倡的全氧燃烧方式、清洁环保燃料并配套余热发电设备的新型玻璃窑炉烟气治理系统。本文首先概括介绍了平板浮法玻璃窑炉常用的烟气脱硫、除尘、脱硝技术和工艺。然后详细介绍了北京金晶玻璃窑炉烟气治理项目的执行情况。再结合该玻璃窑炉烟气治理项目的特点确定针对性较强的项目评价指标,运用层次分析法构建平板浮法玻璃窑炉烟气治理系统的多层次后评价指标体系,应用模糊综合评价方法给出评价结果。最后对评价结果进行了分析,结合专家意见明确指出了个评价指标存在的问题并提出相关的建议。基于层次分析法构建的评价指标体系及用于模糊综合评价法得出的浮法玻璃窑炉烟气治理项目后评价结果具有很高的可信度和较高的实用价值。文章客观地从玻璃窑烟气治理项目实施效果、经济效益、工艺技术及设备后期运行维护等方面进行评价分析,对未来其他类似的浮法玻璃窑炉烟气治理项目提供参考和借鉴。

【Abstract】 With the new version of "the people’s Republic of China Environmental Protection Law" and" Emission standard of air pollutants for flat glass industry " (GB26453-2011) etc. issued, the float glass production enterprises have to completely update and revamp their flue gas treatment system before January 1st 2014 in order to reach new emission requirements and in response to the state advocated about float glass comprehensive flue gas treatment technology and green low-power environmental operation concepts. More and more glass production enterprises are requested to build up or revamp adapted to the new emission standards and lower carbon environmental new operation concepts float glass furnace flue gas treatment equipment.Beijing Jinjing glass furnace flue gas treatment project was designed by company B and absolutely adapted to new emission control standard for following government’s propound to use full oxygen combustion and environmental fuel material and equipped heat recovery power station. In this paper, first of all it generally introduces the popular DeSOx and DeDust as well as DeNOx technologies and processes of glass flue gas treatment industry. And then it detailed describes this project execution situation according to the project characteristics of B company fuel gas treatment project in Beijing Jinjing Glass it determines the targeted evaluation indexes. After that using analytical hierarchy process method to build up a multi-level evaluation float glass plant flue gas treatment evaluation system, and applying fuzzy comprehensive evaluation method to give the results of the evaluation. Finally it analyzes the evaluation results and combing with experts’ advice shows the existing problems in the operation production and putting forward related advices.The final float glass furnace flue gas treatment project evaluation result based on the evaluation index system of analytic hierarchy process method construction and fuzzy comprehensive evaluation model are great reliability and high practical value. The article objectively evaluates and analyzes from project effect, economic benefits, technology process and equipment operation and maintenance etc. perspectives of float glass furnace flue gas treatment system and can provide a reference for other similar float glass furnace flue gas treatment projects in the future.
