高铁对中国城市可达性及区域经济空间格局的影响
The Impacts of High-speed Rails on the Accessibility of Cities and the Spatial Pattern of Regional Economic in China

【摘要】 高速铁路以其输送能力强、速度快、安全舒适等明显优势,正引领全球交通运输的一场革命。随着中国高速铁路网的逐步完善,关于高铁对中国城市可达性及区域经济空间格局的影响研究成为一个热点问题。本文基于2008年、2011年、2013年的截面数据,首先从沿线城市加权平均旅行时间和中心城市“小时经济圈”两个维度分析了高铁开通对中国城市可达性的影响;其次,利用引力模型、区位优势潜力模型、Moran指数、Theil系数研究高铁开通对区域经济空间格局的影响。再者,采用高铁的相关替代指标实证分析其对区域经济发展是否产生显著影响。结果表明:(1)高铁开通显著改善了沿线城市的日常可达性。高铁开通后,33个沿线城市对中国261个地级市的“加权平均旅行时间”均值降低11.7%,其中,北京、武汉、长沙指标值降低最为显著,它们的交通枢纽地位快速提升。东部城市可达性水平仍高于中、西部城市,但三大区域的城市交通发展不平衡性有小幅度改善;北京、武汉“小时经济圈”呈“面状蔓延”模式,上海、广州、西安的“小时经济圈”呈“轴线扩展”模式。(2)高铁开通显著影响中国区域经济发展格局:城市间经济联系更加密切,二线城市间经济联系增长率最高;高铁开通对不同发展水平的城市和区域产生差异化影响,一线城市极化效应减弱,区位度差异缩小;长三角城市群区位优势最突出,长江中游城市群潜力巨大;高铁带来的扩散效应增强。(3)高铁的运营通过提高沿线城市可达性,增强城市间经济联系,提高沿线城市经济潜力,对沿线区域经济发展产生正向影响。最后,本文就依托高铁建设推动中国区域经济健康发展展开了进一步的讨论。
【Abstract】 High-speed rail, with the obvious advantages of the strong transport capacity, fast speed, safe and comfortable nature, is leading a revolution in the global transportation. The impact of the high-speed rails on the accessibility of cities and the pattern of regional economic in China has been a hot issue with Chinese high-speed rail network gradually improved. Based on the cross-sectional data of the years of 2008,2011 and 2013, from two dimensions of the weighted average travel times of the cities along the HSRs and the hour economic circles extension of central cities, this article analyses the impact of high-speed rails on the accessibility. And further, it analyses the impact of the high-speed rails on the regional economic development pattern by the Gravity Model, regional superiority potential model and Moran index, Theil coefficient. Moreover, this article takes the substitution variables of related parameters of high-speed rails to analyze empirically whether it has a significant impact on the city’s economic development.This study shows that:(1) high-speed rails have been significantly improving the daily accessibility of cities along the rails. After the high-speed rails opening, the mean of weighted average travel times of the 33 cities along the rails to the 261 prefecture-level cities has been reduced by 11.7%, and the drop of Beijing, Wuhan and Changsha is the most significant, the transport hub status of the 3 cities has a rapid ascension. The accessibility levels of eastern cities are still higher than middle and western cities. But three areas’ urban transportation development imbalance has a modest improvement. The hour economic circles of Beijing and Wuhan present planar spread pattern, but the circles of Shanghai, Guangzhou and Xi’an are linear scaling.(2) High-speed rails are significantly impacting the Chinese regional economic development pattern. The economic ties between cities are more closely linked. The growth rate of the economic ties between second-tier cities is the highest. High-speed rails have different effects on the cities and regions of different development levels. The polarization effect of first-tier cities is weakened, and the difference of location degrees is reduced. Location advantage potential of the Yangtze River Delta is most prominent. Urban agglomeration in the middle reaches of the Yangtze River is great potential. Diffusion effect brought by high-speed rails is enhanced. (3)High-speed rails’operation improves the accessibility of cities along the rails, strengthens the economic ties between the cities and has significant positive impact on economic development of these cities. Finally, this article gives the further discussion of promoting the healthy development of Chinese regional economic based on the high-speed rail construction.
