【副题名】以秦皇岛为例

【摘要】 2013年12月,习近平总书记在中央农村工作会议上提出,“小康不小康,关键看老乡”,一定要看到,农业还是‘四化同步’的短腿,农村还是全面建成小康社会的短板。在迈向现代化的进程中,农村不能掉队,7亿多农民是内生主体。如何让7亿多农民赶上去,搞好农村人力资源开发工作,势在必行,作用不可低估。本文作者工作生活在秦皇岛,见证了秦皇岛近年来的发展。秦皇岛地处燕山脚下,依山傍海,环境优美,是我国第一批沿海开放城市。但是秦皇岛市也和全国其他三四线城市一样,有着不尽如人意的方面。秦皇岛市有国家级“贫困县”和大量待开发的农村人力资源。本文立足于农村人力资源开发研究,以秦皇岛市为例,结合与运用人力资源开发的相关理论,选择文献研究、比较研究、定性和定量研究相结合、走访座谈调查(典型)等统计分析方法,对秦皇岛市农村人力资源的现状、人力资源开发中存在问题与其原因进行分析,提出了一些探索性的可供参考的对策建议。目的在于加速推进“确保全面建成小康社会,加快建成沿海强市”战略的实施,着力开发农村人力资源,保证人力资源的供给与经济社会发展相适应。本文主要研究分为五部分:第一部分为绪论,主要针对本研究的研究背景、研究意义、研究思路与框架、国内外的研究现状等进行介绍。第二部分为相关概念界定与研究的理论基础,主要对人力资源与人力资本、农村人力资源与农村人力资源开发等概念进行界定;对本研究所涉及到的相关理论,如学习的理论、人力资本理论、人力资源开发理论等展开阐述。第三部分是秦皇岛市农村人力资源的现状分析,通过秦皇岛市统计年鉴的数据与实地掌握的第一手资料,分析了秦皇岛市农村人力资源的概况;采用综合分析、对比分析方法,提炼农村人力资源对秦皇岛市经济发展的影响等。第四部分是秦皇岛市农村人力资源开发过程中存在的问题及其原因分析,专注主要问题进行分析总结。第五部分是对秦皇岛市农村人力资源开发提出的对策和建议。更多还原

【Abstract】 Xi Jinping pointed that key to fulfill a well-off society is the farmer.in the president of the central rural work conference in December 2013.It is clear to see agriculture is under poor development in the process of four modernizations synchronization,rural area is a short board to the completion of a comprehensive well-off society.In the modernization process in rural areas,farmers should not left behind,700 million famers is the main part.The author of this paper works and lives in Qinhuangdao,who has witnessed the development of Qinhuangdao in recent years.Qinhuangdao is located at the foot of the Yanshan mountains with the beautiful environment,and is the first of China’s opening coastal city.But the Qinhuangdao City,as well as the other three or four lines of the country,has an unsatisfactory aspect.Qinhuangdao has the national poverty counties and a large number of rural human resources to be developed.Based on the research and development of human resources in rural areas,this paper takes Qinhuangdao City as an example,combined with the use of the theory of human resource development,literature review,comparative study,qualitative and quantitative research combined,and also visited the forum Survey(typical)and other statistical analysis methods,the status of rural human resource in Qinhuangdao City,human resources development existence question and its reason are analyzed,we put forward some exploratory for advice.The paper is to accelerate the implementation of the strategy to ensure the completion of a well-off society,to speed up the completion of the coastal city,to develop rural human resources,and to ensure the supply of human resources adapt to the economic and social development.This paper is divided into five parts: the first part is the introduction,mainly for the research background,research significance,research ideas and framework,and introducing research status at home and abroad.The second part is the related concept definition and theoretical foundation of the research,mainly on the defined conceptsof human resources and human capital,human resources in rural areas and rural human resources development,and the research designed to relevant theories,such as learning theory,human capital theory,human resource development theory to launch the elaboration.The third part is the analysis of the status of rural human resource in Qinhuangdao City based on Qinhuangdao city statistical yearbook data and on-the-spot grasp first-hand information to analyzes the general situation of rural human resource in Qinhuangdao City,and this part also uses the comprehensive and comparison analysis method to refined the influences of rural human resource in the economic development of Qinhuangdao City etc.The fifth part puts forward the countermeasures and suggestions for the development of rural human resources in Qinhuangdao city.更多还原
