【摘要】 中国是世界玩具消费市场上第一大玩具制造出口国。近些年来,中国玩具出口行业在国内受到原材料成本上涨、劳动力成本上升和人民币升值的压力,在国外受到技术性贸易壁垒持续强化的压力。中国玩具出口行业将近80%的产品出口都遭受到技术性贸易壁垒的阻碍影响。尤其过去几年,贸易保护主义抬头,发达国家纷纷加强了本国的技术性贸易壁垒。2008年,美国国会通过了美国史上最严厉的《消费品安全改进法案》(CPSIA)。2009年,欧盟颁布了欧盟史上最严苛的“玩具安全指令-2009/48/EC”(即“欧盟新玩具安全指令”)。中国玩具出口行业频繁受到发达国家更为严厉的技术性贸易壁垒(TBT)的限制,行业出口受阻。因此,面对持续强化的技术性贸易壁垒,中国玩具出口行业急需寻找到合适的应对策略。中国玩具行业自身也存在着固有的严重问题:玩具行业产品质量不高,产品附加值较低;自主玩具品牌偏少,自主创新能力不足;玩具制造商高度依赖出口,行业过度集中;以及玩具制造商以模仿制造为主,产权纠纷严重等一系列问题。如果这些根本性问题不能有效解决,对中国玩具出口行业应对技术性贸易壁垒亦将产生长远的、更为严重的负面影响。本文简要分析了中国玩具出口行业所处的宏观背景和深入分析了其所面临的技术性贸易壁垒,并就其对中国玩具出口行业的影响做了定性分析,且利用多元线性回归模型就其影响做了定量分析。最后,本文为中国玩具出口行业提供了相关对策。更多还原

【Abstract】 China is the world’s largest toy export country. In recent years, China’s toy export industry is under rising labor costs, rising raw material costs and RMB currency appreciation’s pressure, as well as pressure from technical barriers to trade in foreign countries. Around 80% toy export products is more or less facing the TBT restrictions. Specially, during the past several years, developed countries have strengthened their technical barriers to trade. In 2008, the US Congress passed the most severe law, named ‘Consumer Product Safety Improvement Act’(CPSIA). In 2009, EU countries also released the most stringent ‘EU Toy Directive-2009 / 48 / EC’(namely, ‘new EU toy safety directive’). Consequently, China’s toy export industry is facing continuously strengthened TBT from Western countries, and suffering from the tightened TBT correspondingly. Therefore, it is critical for the toy export industry to find a way out of this thorny situation.Meanwhile, China’s toy export industry is confronting its own problems, including poor quality products, low value-added products, lacking of private labeled products, lacking of independent innovation, mainly driven by exports; and, with serious property disputes and other issues. Under these restricts, without effectively resolving these fundamental problems, China’s toy export industry will be continuously suffering from the tightened TBT.This paper analyzed the toy export industry’s macroeconomic background and performed qualitative and quantitative analysis on the technical barriers to trade faced by China’s toy export industry; finally, this paper proposed reference solutions to TBT for China’s toy export industry.更多还原
