【摘要】 中国一直处于城镇化快速推进的进程中,随着城市经济产业发展逐渐转型,相对传统的城镇化带来了各种各样的问题,这时,“新型城镇化”的概念应运而生。所谓的新型城镇化针对从前传统城镇化的缺陷和一直被诟病的方面,强调了城乡统筹协调发展、以人为本的原则,大力推行可持续发展的发展模式。本文所关注的乡村建设正是新型城镇化的一个重要着眼点——重视改善传统城市化中城乡发展不对等的关系,意在建立和谐的城乡发展关系,努力实现公共服务均等化等。其中在各地正在如火如荼建设的美丽乡村即是新型城镇化背景下城乡统筹的一个重要实践项目,对美丽乡村规划与建设模式的研究也是实现新型城镇化的重要的一部分。本文通过文献资料查阅、实地调研研究、多学科多角度综合研究以及理论与实践分析相结合等方法,针对浙江安吉、南京江宁和溧水示范区等美丽乡村的实践案例,总结归纳他们的规划与建设的模式,以期对新型城镇化下美丽乡村的建设有所启发。首先,在确定研究的背景、目的和意义等的前提下,阐述新型城镇化背景下美丽乡村规划与建设的相关基本概念与理论基础;其次,分别深入探讨归纳美丽乡村的规划与建设模式,如宏观层面整体营造原则、微观层面要素控制以及美丽乡村建设运营机制、政策支撑、行政管理以及规划实施等;最后,选取典型的美丽乡村规划与建设案例,对其规划策略以及建设行动方针进行深入分析探讨。更多还原

【Abstract】 Being in the rapid urbanization process for years, China and its traditional urbanization are facing varieties of problems in different aspects during the processof gradual transformation and upgrading of the urban economic development industry. At this moment, the concept of "new urbanization" showed up. This so-called conception—“new urbanization” just compares with that tradional meaning, which emphasizes on the balance and compatibility between urban district and rural areas, the principle of people-orented and promoting sustainable developmental model. The rural area, which this paper focuses on, is one of the starting points of new urbanization. This paper pays attention to how to improve the relationship between urban area and rural places, which was quite not equal in the past time, and to aim at establishing a harmonious connection between them and the equalization of public service etc. Therefore, the projects of beautiful rural areas is one aspect of the construction of new urbanization, and study on the beautiful rural planning and construction patterns is an important part of the implementation of new urbanization.This paper sums up the pattern of the planning and construction of rural areas with the methods of literature reviews、fieldwork、multi angles and multi discipline comprehensive research and the analysis of theory and practice of combining,hoping to be helpful to the constructions of rural areas in the background of new urbanization. Firstly, on the premise of the identify of the research background, purpose and significance, illustrating basic concepts and theoretical foundations which related to the planning and constructions of beautiful rural areas under the background of new urbanization; Secondly, studying on the planning and construction pattern of beautiful rural areas in depth, such as building principles on the macro level, control factors on the micro level and constrction mechanism, including policy supports、 managements and implementations;Finaly, select typical beautiful rural areas cases and analysis their strategies of their plannings and constructions.更多还原
