【摘要】 资源型城市在我国城市经济发展中扮演着非常重要的角色,是我国社会稳定和经济发展的重要支柱。长期以来,国家建设所需的大量的煤炭、石油、矿石、木材等主要生产资料由资源型城市所提供。随着资源型城市逐渐出现经济下滑、失业人口激增和环境污染日益严重等诸多问题,严重阻碍了资源型城市的可持续发展。城市经济增长缓慢、社会不稳定、环境破坏严重,直接影响了城市居民的生产、生活。追溯其原因,主要是资源型城市在经济、社会发展过程中以自然资源的开采和利用为主导产业,一旦这些城市特有的自然资源出现衰竭,资源型城市自身发展将举步维艰,进而步入发展困境。资源枯竭型城市转型发展并非我国所独有的问题,是一个世界性问题。相比较国外而言,我国的资源枯竭型城市所存在的矛盾和问题更为严峻、更为复杂。因此,如何有效化解资源枯竭型城市转型,并实现其可持续发展的问题迫在眉睫。本文坚持以科学发展观为指导,把循环经济理念和可持续发展观融贯到资源枯竭型城市转型发展过程中,将城市转型发展与生态保护建设相结合。本文对城市的发展历程及现状进行梳理与分析,深入地剖析了我国资源枯竭型城市在发展过程中存在的主要问题,包括资源面临枯竭、资源产业萎缩:产业结构单一、经济效益下降;城市经济基础比较薄弱、财力不足;职工大量下岗、再就业问题严峻:生态环境破坏严重等。并选取湖北省大冶市为研究个案,通过对大冶市在城市转型过程中所面临的经济、社会、生态等问题以及采取的相应举措的详实分析,提出我国资源枯竭型城市转型发展的对策。包括:坚持以科学发展观为指导,走可持续发展道路;转变经济增长方式,调整并优化产业结构;完善城市基础设施、公共事业及要素市场建设;推进生态建设,提高生态保护意识,改善生态环境。更多还原

【Abstract】 Resource-based cities play a very important role in economic development in the city,it is an important pillar of China’s social stability and economic development.For a long time,nation-building needed a lot of coal,oil,minerals,timber and other major means of production provided by the resource-based cities,along with the gradual emergence of resource-based urban economic downturn,unemployment,rapid population growth and the increasingly serious environmental pollution and many other issues,a serious impediment to the sustainable development of resource-based cities.City of slow economic growth,social instability,severe environmental damage,direct impact on the urban production and living.Trace their main reasons for resource-based cities in economic and social development process of natural resource exploitation and utilization as the leading industry,once these cities unique natural resource failure occurs,the resource-based development of the city itself will be very difficult,and thus into the development dilemma.Resource exhausted cities development is not a problem unique to our country,is a worldwide problem.Compared abroad,the contradictions and problems in China’s resource-exhausted cities existed more severe,more complicated.Therefore,how to effectively resolve the resource-exhausted cities in transition,and to achieve sustainable development issues imminent.In this paper,we adhere to the scientific concept of development as guidance,the concept of sustainable development to the resource-exhausted cities coherent restructuring and development process,the transformation of urban development and ecological protection combined.In this paper,the development history and current situation of the city to sort and analysis,in-depth analysis of the main problems of resource-exhausted cities in the development process exist,including the depletion of resources,resource industry shrinks;a single industrial structure,economic decline;urban economy foundation is weak,insufficient financial resources;a large number of laid-off workers re-employment problems severe;severe ecological destruction.And select Daye City as a case study,through detailed analysis of the economic,social,ecological and other issues in Daye city transformation process faced and corresponding measures taken by the proposed transformation of resource-exhausted cities Development Strategies.Including:adhere to the scientific concept of development as guidance,the path of sustainable development;the transformation of economic growth mode,adjust and optimize the industrial structure;improve urban infrastructure,public utilities and construction elements of the market;to promote eco-construction,improve ecological awareness to protect and improve the ecological surroundings.更多还原
