基础教育均等化评价与学校区位选择优化模型研究

【摘要】 教育作为国民建设的重要方面,是国家发展的重要基石。我国幅员辽阔,人口众多。各个地方由于政策、经济发展等的原因导致教育配置、人们接受教育的机会不均等。很多学校区位选择不合理,又成为教育不均等的一个原因。教育均等化的研究大多基于交通通达度、行政管理、政府经济投入等某一个方面,不能定量的评价教育均等化程度,区位选择也只是人为的选择综合加权得分高的区域作为适宜区域。本文基于地理国情普查数据、统计年鉴数据等,选取梁河县为实验区,通过距离模型、比例模型等建立教育均等化指标体系,采用熵权法定权进而建立均等化评价模型,同时对于综合指数加权选址模型进行优化,得到如下主要结论:(1)通过地理国情数据提取梁河县量化的指标数据,并对指标数据进行分级评估。通过指标分析,得到选取的指标能够很好的从地理的角度反映梁河县学校的服务人民的情况。(2)教育均等化评价模型从学校配置水平与居民可达性水平两个维度,综合加权定量分析,可以定量的评价梁河县教育的均等化水平。通过实验结果,发现梁河县两个维度下均等化水平都不高,且存在很大的差异。(3)采用优化的选址模型,对梁河县学校选址区域进行优化。将影响因素的极值区域(如大坡度区域)通过GIS叠加分析从原始适宜选址区域剔除,得到优化的区域。结果对比发现,梁河县优化的选址区域相对原来的区域位置缩小,对比原来的选址区域更为精确。通过结论分析,均等化评价模型能够从地理的角度,对教育的均等化进行定量的分析,从两个维度得到教育均等化的程度;优化的选址模型对比原始的选址模型得到的结果更为精确。实验结果显示,学校均等化评价模型与优化的综合指数加权选址模型,均具有实用价值,同时还为地理国情综合统计分析提供一定的参考价值。

【Abstract】 Education as an important aspect of nation building, is an important cornerstone of national development. China is a country with a vast territory and large population. The differences of policies economic development have led to the inequalities of configuration of education and educational opportunities. School location is also an important reason leading to unequal education. Equalization of educational research is mostly based on a particular aspect of transportation accessibility, administration, investment and other economic government, not the quantitative evaluation of the degree of equality of education. Location choice is also just choose artificial composite weighted score high as an suitable areas. The study based on geographical conditions data, statistical yearbooks and other data of Liang He, establish the index system of equalization through distance education model, scale models, etc. It builds an evaluation model of equalization of education, combining entropy model with weighted model. At the same time, the school site location optimization model is established. The main conclusions of this paper are as follows:(1)This paper extracts quantitative indicator data by geographic conditions data and indicators were graded assessment.(2)Evaluation model of equalization of education from two aspects of school configuration level and admission convenience analyze comprehensive weighted quantitative to evaluated the equalization of education. The experimental results found that the levels of equalization of Liang He in two dimensions are not high, and there is a big difference.(3)The Optimized site selection model is used to choice the site of school in Liang He. The results comparison, Liang He optimization siting region relative to the original position of the region is reduced and compared to the original location of the area is more accurate.Through the analysis of the conclusion, the equalization evaluation model can be used in the quantitative analysis of education in the perspective of geography from two aspects of school configuration level and admission convenience. The optimization of the site selection model is more accurate compared to the original site selection model. The experimental results show that the evaluation model and optimized site selection model,both of which are of practical value, but also provide some reference value for the comprehensive statistical analysis of geographical conditions.
