火电低碳技术改造项目综合效益评价研究

【摘要】 近年来,随着我国新建电源项目技术水平的快速发展,以及火电在一段时期里仍将作为我国电力供应主要组成部分的必然趋势,国家环保等部门对我国在运火电机组“节能环保、低碳降耗”等方面提出了更高的要求。如通过“上大压小”、“技术创新”等政策与措施,来实现我国电力节能环保、可持续发展的新目标。面对这种形势,我国在运火电机组,尤其是老机组,必然进行低碳技术改造。但是,技术改造项目是否科学、合理,经济效益是否可行,有待进一步研究。所以,研究火电低碳技术改造项目技术经济评价体系与综合评价模型的建立,对我国合理调整电源结构布局,理性关停中小型火电机组,有序开展火电低碳技术改造与创新,最终实现电力产业可持续发展的目标具有较强的现实意义。本文在研究查阅国内外相关文献的基础上,首先,分析了技术经济评价理论的背景,并以此作为理论依据。通过分析我国电力工业发展的最新统计数据,明确了在新能源与可再生能源迅猛发展的今天,火力发电在一定时期仍将占据主导地位。但考虑到环境问题的影响,在运火电项目必将面临低碳技术改造。然后,文章构建了火电低碳技改项目的经济评价体系与综合评价分析模型,并通过列举实例(A火电厂低碳技改项目)进行详细分析论证。结尾,对火电技改项目的进一步发展提出了建设性意见与总体展望。研究表明,本文初步建立的火电低碳技改项目经济评价指标体系以及综合效益评价模型,对实际项目进行系统分析与评价具有可行性与可靠性。为我国未来火力发电的发展,以及火电机组技术改造项目的经济评价、投资决策起到一定的指导作用。

【Abstract】 In recent years, the development of power program technology level in China is speedy, and the thermal power will still play a crucial role. The authorities of government have made a high demand such as saving energy and protecting environment. We should achieve the goal that saving energy and keeping sustainable development in power area by a series of measures such as ’replacing small generation units with large ones’ and ’technical innovation’. According to the current situation, the running thermal units especially the older units must be transformed by low-carbon technology. But whether the transformation projects is scientific and reasonable, and whether the economic benefits is practical, we should do further study. So research on the topic how to establish a corresponding index system and a synthetic evaluation model is significant for developing power industry.On the basis of accessing to relevant literature, the research analyzes the theoretical background of technical and economic evaluation firstly. And then, this essay analyzes the newest statistical data of power industry in china. Although new energy and renewable energy is developing rapidly, we can make sure that thermal power must be also important for us for a time. In consider of the environment issue, the running thermal generation units will upgrade in technology for low-carbon. Thirdly, this essay establishes a corresponding index system and a synthetic evaluation model for thermal power low-carbon technical transformation project, and takes A thermal plant as an example to illustrate its benefit evaluation. Finally, the essay puts some constructive suggestions, and prospects further development of thermal power technical transformation projects.The research results show that using the corresponding index system and the synthetic evaluation model to evaluate thermal power technical transformation project is practical and reliable. It has certain reference significance for the future of thermal power plant low-carbon technological transformation project investment benefit evaluation.
