【摘要】 微博问政是指政府、公务员和群众,在微博平台上对社会公共事务展开的一系列参政、议政和处理政务的活动。它既是广大人民群众参政议政的过程,同时也是政府和公务员处理政务的过程。微博问政,通过公民积极参与和政府有序应对,有利于实现官民良性互动;微博问政,通过收听来自各方的声音,有利于促进政府实现科学执政、民主执政、依法执政;微博问政,通过回应公民关切的社会问题,有利于化解社会矛盾,减轻社会压力,实现公民知情权、参与权、表达权、监督权。微博问政是不仅是自媒体时代公民参与政府管理的新工具,更是当今社会发展到一定阶段出现的必然结果。作为新生事物,微博问政一方面发挥着促进官民互动、创新社会管理方式等独特的优势,另一方面自身发展也存在种种不足,政府对于微博问政的规制处在初步探索阶段,发展和规制并不完善,所以政府才更应树立民主理念和发扬探索精神,采取可行对策,制定相关管理和监督微博问政的法律制度,不断探索建立保障公民微博问政的各种长效机制,保证微博问政平台的健康平稳运行,实现政府和公民在微博问政中良性互动,增进政府和公民的政治互信,实现社会和谐发展。本文采用文献研究法、案例分析法和专家访谈与咨询法等方法,以微博发展为基础,结合我国国情,对微博问政的政府规制进行研究。笔者力求以系统化的思想出发,首先,在借鉴国内外研究成果和实践成果的基础上,分析了微博问政和政府规制的内涵和特征。运用新公共服务理论和参与式理论,分析了政府进行微博问政的理论基础。其次,在总结我国微博和微博问政发展现状的基础上,分析出我国微博问政发展的优势以及劣势。最后,总结提出我国微现阶段博问政政府规制在认识、法律、制度、平台等方面存在的问题,根据存在问题,尝试政府规制微博问政的发展对策。更多还原

【Abstract】 Microblogging politics refers to the government, civil servants and the public launched a series of social and public affairs of Politics, government and activities in dealing with politics on the microblogging platform. It is not only the process of political participation of the public, but also the process of the government and the civil dealing with government affairs. Through active participation of citizens and ordered response of government, Microblogging politics is conducive to the positive interaction between government and the public. By listening to the sound from all sides, Microblogging politics can help the government to achieve scientific governance, democratic governance, and juristic governance. By responding to the social issues of the citizens, Microblogging politics can help resolve social conflicts, alleviate social pressure, trealise of civil right of information, participation, expression and supervision.Microblogging politics is not only a new tool for citizens to participate in self-government media age, but also a certain stage of the development.Microblogging politics, on the one hand, play a unique advantage of promoting public-private interaction and creating social management methods. On the other hand,it also has its’ disadvantanges. Because the regulation of Microblogging politics lies an early stage of exploration, its’ development and regulation is not perfect enough. Therefore, the Government should establish a democracy and carry forward the spirit of exploration, develop the legal system related to the management and supervision, explore a long-term mechanism to protect Microblogging politics in order to guarantee the Microblogging politics running smoothly in politics, achieve positive interaction between government and citizens, and enhance mutual political trust between government and citizens,achieve social harmony.In this paper, we take qualitative analysis and case analysis and other methods, based on the development of micro-Blog, combined with China’s national conditions, to study the government regulation of Microblogging politics. The auther start this paper with Systematic thinking.First, analysis of the contents and features of Microblogging politics and government regulation,based on drawing domestic and foreign research results and practical outcomes. The auther try to use of new public service theory and participatory theory to analyse the theoretical basis of the government Microblogging politics. Second, conclude the Development Status of Microblog and Political Microblogging, analyse the advantages and disadvantages of Microblogging politics. In the final, summarize the problem of Microblogging politics on terms of awareness, legal, institution, platform in this stage, according to these problems, and try to develop government regulation countermeasures of Microblogging politics.更多还原
