基于SSH框架的石河子市电子政务网站的设计与实现

【摘要】 随着计算机和网络数字通信技术的普及,我国政府加快了电子政务系统建设的步伐,很多的电子政务方面的软件也都开始广泛的应用,取得了很好的效果。到2008年末,我国已经有超过四分之一的人访问过政府的网站,中央和地方各级政府的网站访问人数也是翻倍的上升,特别是近些年,中央和地方各级政府都积极大力的建设政府的电子政务系统,政府网站逐渐的成为了政府建立服务型的电子平台和政务公开的重要窗口,由于我国的信息化起步比较晚,许多地域性的因素也都要考虑,这些也都是建立电子政务系统需要克服的难题。新疆石河子市是新疆的一个县级行政单位,是新疆生产建设兵团直辖的,它位于新疆维吾尔自治区的北部。拥有62万的人口。随着信息技术的不断发展,石河子市急需一个功能齐全的网站,因此开发一个适合石河子市的电子政务网站是非常有意义的,这样的网站可以使石河子市政府在进行信息的发布、网上办事和党风廉政建设等方面的效率得到很大的提高,进一步提升了政府的形象。本论文设计的是一个基于SSH框架的石河子市电子政务网站,网站开发是基于B/S结构的,应用JSP技术和My SQL数据库。网站包括的栏目有政府信息公开、网上办事、政民互动、百姓科普、百姓市场、电子商务。另外还包括创卫网、诚信网、石河子文明网和12388举报网的链接。此网站的开发能够有效的提高考试的效率。本论文的研究内容主要从以下几个方面展开:(1)研究电子政务网站开发的背景和意义,分析国内外电子政务的发展情况。(2)选择网站开发的相关技术,进行需求分析,总结建设目标和总体需求,对模块进行划分。从安全可靠性、可扩展性、易用性、健壮性和并发性分析网站的性能需求。(3)网站分前台和后台设计,本文设计部分主要设计了网站的总体结构,后台数据库,网站的数据流图和后台管理的流程图。(4)对网站进行实现和测试。网站实现了预期的全部功能,达到预期的性能要求,可以上线使用。目前,石河子市网站已经正式上线使用,网站的使用得到政府和市民的一致肯定,此系统能够提升政府的形象,极大的方便市民了解政府信息,提高市民办事的效率。

【Abstract】 With the popularization of computer and digital communication technology, the government accelerated the pace of the construction of e-government system in our country, a lot of e-government software get wider application and achieve good results. By the end of 2008, More than a quarter of Chinese people visited the government’s website, the access number rises in double of the central and local levels of government website, especially in recent years, central and local governments builds e-government system at all levels actively, government website become service electronic and public government affair platform. Because the information of our country starts relatively late, many regional factors should also be considered, these are the problems that need to be overcome in building e-government systems.Shihezi city is a county-level administrative units in Xinjiang. It is directly under the jurisdiction of the Xinjiang production and construction corps. It is located in the northern part of Xinjiang Uygur Autonomous Region. It has 620 thousand population. With the continuous development of information technology, Shihezi is in urgent need of a fully functional website, so it is very meaningful to develop a suitable e-government website for Shihezi city. Such a site can greatly improved the efficiency in the release of information, online work, honest government and other aspects for Shihezi municipal government, and further enhance the image of the government.The design of the website is based on the SSH framework. The development of the website is based on the structure of B/St, the application of the technology is JSP and My SQL database. The websites includes the column of government information disclosure, online services, the government and the people, the popular science, the people market, e-commerce. It also links to the civilized city network, network integrity, Shihezi news network and the 12388 report network. The main research contents of this paper are from the following aspects:(1) This paper studies the background and significance of e-government website development, and analyzes the development of E-government in China and abroad.(2) The related technologies are selected for the website, and then it is the requirement analysis. The paper summarizes the construction objectives and the overall demand for the module division. The paper analysis the performance requirements from the security reliability, sociability, ease of use, robustness and concurrency of the website.(3) Website design includes fore-stage and backstage, the part of design is the design of the overall structure and the background database, website data flow diagram and the flow chart of the background management in this paper.(4) Finally, it is the implementation and testing of the website. Website achieve s the full expected function and the desired performance requirements. It can be used online.At present, the website has officially launched for use, the use of the website is certainly consistent with the government and the public. It enhances the government’s image, and convenient to understand government information for public. The website improves the public service efficiency.
