政府部门公共服务行业资产管理系统设计与实现

【摘要】 政府部门公共服务行业资产管理系统是针对政府部门公共服务行业的资产管理需求,通过实现资产的全生命周期管理,覆盖资产的采购、使用、调拨、处置、评估和收益等管理环节,通过资产卡片管理和条码管理功能形成资产档案;通过系统各项业务登记功能实现业务管理,形成资产实物管理台账的一套管理系统。政府部门公共服务行业资产管理信息系统严格按照内部管理制度科学地管理在用内部资产,维护和保障在用资产的安全和完整。降低了资产管理成本提高了工作效率,使资产管理工作流程更加明晰,强化了数据调用与数据分析手段,方便决策部门实时掌握资产状况,及时提供库存信息,抑制浪费,提高资产使用效率。政府部门公共服务行业资产管理系统采用C/S和B/S两种结构把数据信息全部通过Internet与特定内部网络传输,数据存在服务器端,免除了分支机构数据分散的困扰,降低终端系统的负荷又提高了系统的时效性。通过运用计算机信息化存储技术,凭借固定资产软件将几十项甚至上千项资产信息进行记录,实行一个资产一张卡片,一张卡片记录资产从购置到报废期间的全部出借信息、维修信息、图片信息、拆分调拨、报废等所有信息,从而做到对资产的情况进行完整记录。政府部门公共服务行业资产管理系统增加了电子审批流功能,本系统的电子审批流是由资产使用部门发起、资产实物管理部门审核、财务部财务审核、采购部门采买等一系列审批控制流程。从而起到严格控制采购需要、固定采购审批流、降低采购错采率,降低采买风险、抑制资产浪费、提高资产使用效率的作用。审批流的自定义功能也让此项功能具备了更多的灵活性。政府部门公共服务行业资产管理系统应用了一维码管理功能,借助一维条码技术将实物资产与计算机内的信息进行联动,通过盘点机进行条码扫描,将以前复杂的手工盘点记录与核实工作进行简化,使盘点效率大幅提升。目前二维条码技术已经被广泛应用,通过一维条码技术进行信息的快速调取与记录,改变了手工盘点资产的行业现状,也降低了资产盘点难度,由于固定资产总体数量庞大并一部分具有重复性,所以手工盘点误差较大,大批同类资产的换用往往很难发现,导致系统掌握的信息和实物状态差别较大。政府部门公共服务行业资产管理系统应用了二维条码管理功能,从根本上解决了这一问题。

【Abstract】 Industry Asset Management System for Government Public Service is for the needs of assets management for government public service industry, by means of the realization of assets life cycle management, to cover theses management chains, like assets purchase, use, transfer, disposal, assessment and rewards. According to the management function of assets card and bar code, it forms assets files. By the function of registration for various business, the system implements business management and a set of management system for physical assets management ledger. The Industry Asset Management System for Government Public Service is in strict accordance with the internal control system to make the assets-in-place under administration, to maintain and keep the security and integrity of assets. The system also reduces the cost of assets management; improves work efficiency; makes assets management workflow more clear; intensifies methods for data transmission and analysis; helps decision-making department to be up-to-date on the condition of assets; provides inventory information timely; inhibits waste and improves assets using efficiency. Industry Asset Management System for Government Public Service adopts structure C/S and B/C to transfer data information to Internet and specific internal network, data server, which can exempt from the branches scattered data, reduce the load of terminal system and improve the system timeliness. With computer information storage technology and software of fixed assets, the system will record dozens or even thousands of assets information and implement one card for one asset. The card can record all assets information from acquisition to abandonment, maintenance information, pictorial information, split allocation, scraped information, etc, so as to fully record the assets information.The Government Public Service Industry Asset Management System adds the function of electronic approval flow, which is initiated by Assets Using Department, audited by Real Assets Administrative Department, financially audited by Financial Audit Department and purchased by Purchasing Department. Some other procedures for approving and controlling are required either. Then the system can strictly control the purchasing needs, fix purchasing approval flow, reduce purchasing error rate, lower purchasing risk, inhibit waste, improve the efficiency of assets using. The custom function of approval flow also makes this function with more flexibility.The Government Public Service Industry Asset Management System applies one-dimensional code management function, with which to form linkage between physical assets and computer information. With the help of counting machines to scan barcode, it simplifies the previous manually recording and verification, the counting efficiency increased dramatically. Two-dimensional bar code technology has been widely used. With the fast retrieval and recording by one-dimensional bar code technology, the system changes the industry status of manual counting, also reduces the difficulty on assets counting. Due to the overall number of fixed assets with repeatability, manual counting error was too big, that made a large number of similar assets changing hardly to be checked, leading to big distinction between system information and physical state. With the function of two-dimensional bar code management, the system solves the problem fundamentally.
