【摘要】 公共外交是当今国际社会软实力建设的重要途径,而英国是世界上较早系统开展公共外交的国家之一。在“9·11”事件后,英国开始全面反思其公共外交,对未来公共外交的发展制定了新的战略,使其更具针对性和高效性。本文通过介绍“9·11”事件后英国公共外交发展的新动向,并结合具体案例分析总结英国公共外交的特点,最后得出我国公共外交可以向英国借鉴的地方。文章第一部分主要从学理的角度对公共外交进行剖析。公共外交正在经历着从传统公共外交向新公共外交的演变:不仅仅是政府,更多的非国家行为体将成为公共外交不可或缺的参与者;信息技术的飞速发展又在技术层面丰富了公共外交的传播方式,使其更具透明性及时效性;一种旨在建立长期的、双向的、互信的伙伴关系的全新的国际交往范式,将会替代只为短期利益的单向交往方式。文章第二部分介绍了“9·11”事件前后英国公共外交的历史演进。“9·11”事件可以看成英国公共外交发展的一个分水岭。“9·11”之前英国主要实施国家品牌战略,但随着恐怖主义威胁的加深、新技术对传统外交的冲击以及改善国际形象的迫切需要,英国公共外交出现新的走向,包括战略重心的调整、管理机构的整合、评价体系的完善及网络公共外交的开展。文章第三部分通过案例分析的形式来表现英国公共外交所具有的特色。文章通过酷不列颠运动、非凡英国、伦敦奥运会以及英国王室的一系列活动,凸显出英国公共外交资源的丰富性,即来自文化、经济、政策影响力方面的丰富软实力资源;主体的多元性,即实施主体众多,这就使得集中监管和灵活运作两者兼备;手段的多样性,即通过参与全球议题、国际文化交流、对外信息传播及精英外交来拓展公共外交。文章的最后一部分简述了英国公共外交的经验与启示。尽管两国间存在着诸多差异,但英国公共外交仍带给中国一些成功的经验,包括建立政府引导社会主导的格局、制定层次分明的外交战略、建立有效的管理机构和完善的评价体系、构建丰富多元的对外形象。更多还原

【Abstract】 Public Diplomacy(PD) is the important way to build soft power in modern international society and Britain is one of the earliest countries in the world to develop PD systematically.After the September 11 attacks(9/11),Britain begins to introspect PD overally.Building new strategy of future PD and making it more targeted and effective.The thesis presents new tendency of British PD and summarizes its characteristic feature by case analysis, eliciting experiences that China could learn from Britain.The first part of thesis analyses PD on the view of theory.PD undergoes a change from traditional PD to new PD: not only government,but more and more non-state actors will become indispensable participants.The booming of IT expands the communication ways of PD and makes it more transparent and effective.A new international communication paradigm-which aims at building durable,two-way and mutual trust partnership-will take place one-way communication paradigm for short-term interest.The second part of thesis presents the change of British PD before and after 9/11.9/11 can be seen as a watershed of British PD.Britain carries out the strategy of nation brand before 9/11.As Terrorism brings more threats,new technology impacts on traditional diplomacy and the need of improving international image.British PD creates new tendency that differ from the past,which includes the adjustment of strategic focus,the integration of administration,the improvement of evaluation system and the development of network PD.The third part of thesis presents the characteristic feature of British PD by case analysis.Some of the programs-like Cool Britainnia, GREAT Britain,London Olympic games and royal household-prove that Britain has abundant PD resources(from culture,economy and the influence of policies),diversified PD administrations(not only has centralized management,but also work flexibly) and multiple ways to implement PD(by the means of participating global issues,international cultural exchange,international broadcasting and elite diplomacy).The last part of thesis presents the enlightenment of British PD to China.Although there exsists some differences between China and Britain,Britain PD gives China some successful experiences,including build the pattern that government guidance and society dominance,formulate distinct diplomatic strategy,build effective administration and evaluation system,shape diversified international image.更多还原
