【摘要】 本文通过分析企业集团基于集团管控的组织模式的相关理论与设计方法,针对H集团目前基于集团管控的组织模式方面存在的问题,提出H集团基于集团管控的组织模式设计方案,以及方案的实施和保障措施,并对H集团基于集团管控的组织模式的后续发展进行展望。本文重点结合H集团现有产权关系,以及发展战略目标对提高企业运行效率的要求,将H集团下属各业务单元划分为不同类型,选择不同的管理模式,进而设计不同的功能定位和组织结构。在方案设计上,首先,基于H集团各项业务的关键指标分析,将H集团的管控模式设计为包括运营控制型、战略控制型和财务控制型三种类型管控模式的综合型管控模式。其次,基于H集团各项业务的管控模式,将H集团的功能定位设计为集团总部与不同业务单元之间的差异化功能定位。最后,基于H集团各项业务的管控模式和功能定位,将H集团的组织结构设计为包括事业部制和子公司制两种类型组织结构的组合式组织结构。综合以上设计,最终将H集团基于集团管控的组织模式设计为一种实行综合型集团管控模式、差异化集团功能定位和组合式集团组织结构的企业集团组织模式。在方案的实施和保障措施上,一是进行组织机构调整,实现H集团整体组织结构设计、H集团总部组织结构设计、H集团总部各职能部门与核心管理职能的对应关系设计。二是进行人员调整,按照积极稳妥的原则,推动实现“业务随着组织走,人员随着业务走”。三是采取保障性措施,从组织、工作和思想方面确保方案的顺利实施。在管理实践中,企业集团的组织模式往往呈现出综合的形式,可见,组织模式不宜机械地套用某一种固有模式,而应当根据实施战略的各个主体的不同特点,选择最适合的组织模式,实现有效整合和优化配置企业集团的内部资源,系统提升企业集团的整体运行效率和经营效益,推动企业集团持续健康发展。更多还原

【Abstract】 In this paper, through the analysis of relevant theories of organization mode of enterprise group control and design method based on the H Group present, based on the organization model of group control problems, puts forward the design scheme based on H organization model of group control group, as well as the plan implementation and safeguard measures, and the H Group following the development model of group control.This paper focuses on the combination of H Group existing property relations, and the development of the strategic objectives of requirements to improve the operating efficiency of enterprises, the subsidiary of H Group, and each business unit is divided into different types, different management mode, and then design the functional positioning and different organizational structure.In the design, first of all, analyze the key indicators of the group’s business based on H, the design of H Group control mode to include operation control, strategic control and financial control, three kinds of control mode of integrated control mode. Secondly, the H Group the business control model based on the H Group, the function design of functional differences between the headquarters of the group and different business unit location. Finally, control mode and function orientation of the H Group of the business based on organizational structure design, the H Group to include combined structure division and subsidiary system of two types of organizational structure. The above design, will eventually H Group design organization model of group control based on a comprehensive type group control mode, differentiation group functions and combined group organizational structure of the enterprise organization model.In the implementation and guarantee measures of scheme, one is the adjustment of organizational structure, H Group organization structure design, and H Group headquarters departments and key management functions of the corresponding relationship between designs. Two is to carry out personnel adjustment, in accordance with the positive principle, promote the realization of "business with the organization, personnel with business". Three is to take security measures, to ensure the smooth implementation of project from the organization, work and thought.In the practice of management, the organization mode of enterprise group often presents a comprehensive form, visible, organization pattern should not be applied mechanically to a stereotype, but should according to the different characteristics of each main implementation strategy, organization mode and choose the most suitable, realizes the effective integration and optimization of enterprise group’s internal resources, enhance the enterprise system the overall operating efficiency and operating efficiency, promote the sustained and healthy development of enterprise group.更多还原
