【摘要】 随着社会经济的不断发展,人口老龄化形势日益严峻,如何妥善解决养老问题,成为全人类面临的巨大挑战。现今社会,人口跨地区流动现象日趋频繁,加之计划生育国策的实施,子女的养老负担越来越重,这些都不断冲击着我国传统单靠家庭和子女养老的家庭养老模式。另外,我国还处于经济水平较低的社会主义初级阶段,公办养老机构难以满足所有老人的养老需求,民办养老机构由于环境差、收费高、服务不周到等原因致使老人不愿意到机构养老。在这样一种新形势下,我们必须寻找新的养老方式来解决老人的养老问题。社区居家养老就是在这一背景下应运而生的。社区居家养老结合了家庭养老和机构养老的优势,将机构养老专业化的服务和家庭养老情感的维系结合起来,调动家庭、社会和社区资源,仍以家庭为核心,依托社区服务中心,并引入社会和政府的力量,为社区老人提供各种服务,如日常照料、医疗保健、精神慰藉等。社区居家养老模式的提出是人口老龄化形势不断发展下的客观要求,是大家基于家庭养老功能弱化和机构养老不成熟的必然选择。这种养老模式的优势和特点在于,老人既能享受到社区提供的专业化的服务,又能满足老人在熟悉地方养老,避免亲情淡泊的愿望,是一种切实可行的养老选择。本文以福利多元理论、社区照顾理论、公共产品多中心理论为基础,梳理了国内外相关文献,阅读政府相关政策,从我国国情、老龄化形势、政府政策、老人心里需求等方面分析了发展城市社区居家养老服务的必要性与可行性。通过问卷调查及实地调研访谈的方式,分析了重庆城市社区老人的养老需求以及社区居家养老服务供给的发展状况,从中找出老人需求与社区供给之间的差距,并以此为切入点深入全面的探讨了目前重庆城市社区居养老服务发展的问题,主要归结于资金、人员和供需矛盾三个方面。接着从政府职责、法律政策、资金供给、社区服务人员、舆论宣传、评估机制等多个方面剖析了造成重庆城市社区居家养老服务问题的原因,在此分析之上,有针对性的提出了几点发展重庆城市社区居家养老服务的建议,即从法律政策、多元筹资渠道、专业的服务队伍、服务供给、等多个方面同时着手,提高社区居家老人的养老服务质量。更多还原

【Abstract】 With the development of China’s population aging situation is increasing seriously, the pension issue has become a huge challenge to the government and society. Therefore, in such a new situation, we must find a new way to solve the pension of the elderly. Community home endowment is emerge as the times require under this background.Community home endowment combines the advantages of family pension and endowment institutions, the institutions endowment professional service and family endowment emotional hold together, to mobilize the family, social and community resources, still take the family as the core, relying on the communit y service center, and the introduction of social and government forces, the service content provided for the elderly in the community of daily care, health care, spiritual comfort and other aspects, multi- level. Through the questionnaire and on-the-spot investigation interviews, analyzed the development situation of Chongqing city community elderly pension situation, demand and supply of community services for old-age home, find out the demand and supply of the elderly community between the gap, and taking it as the breakthrough point thoroughly discuss current C hongqing city community service pension development issues, mainly due to the three aspects of the contradiction of supply and demand of funds, personnel and. Then from the government responsibility, legal policy, money supply, community service personnel, public ity, assessment mechanism and other aspects analyze the cause of Chongqing city community home-based care services of the cause of the problem, and on this basis, put forward the construction of Chongqing city community home endowment service specific advice service system, which also set about from many aspects the system of laws and regulations, the multi funding system, professional service team system, service system, improve the community elderly pension service quality, and tried to speak for all leve ls of government issued the construction of city community home endowment service system and reasonable suggestions.更多还原
