【摘要】 电力生产过程最重要的是确保安全,电网企业历来特别重视电力的安全生产,制定了安全生产规程以规范电力生产,确保电力生产过程中人生和设备的安全。但是在实际电力生产过程中,由于作业人员安全意识不足和受到人员生理条件的限制,难免出现工作的随意和疏漏而造成人身安全身故。对电力生产过程实现安全监督标准化管理是提高电力安全生产的有效方式,该方式通过在实现对某一项生产的安全操作规范进行整理,让安全监督人员知道安全的内容、如何进行监督、明确监督标准;在监督过程中监督人员根据监督标准规范执行生产的安全监督,监督人员逐项对监督内容进行检查;事后系统自动对安全监督存在的主要问题进行分析,为后续的安全培训和安全监督重点提供依据。通过对电力安全监督的管理,最终实现生产过程的安全监督标准化管理,明确不同岗位安全监督的重点,让安全监督人员熟悉安全监督的依据,并在日常工作中加强安全监督工作的主要监督指标学习。在实际执行安全监督过程中,监督人员可通过系统的安全监督卡执行安全监督工作,卡片上记录了每项安全监督重点、监督的标准、监督的记录结果,采用这种方式监督杜绝了安全监督人员因为监督规范不熟悉,而导致的监督漏项、监督标准不一致等问题。系统还提供安全监督的统计分析功能,为各级领导、监督人员提供监督图像化分析,通过该分析能了解当前安全监督工作的重点,为提高电力安全生产的水平提供决策依据。通过对电力安全监督标准化的研究,对安全监督的流程和规范进行梳理,在安全监督的过程跟踪把控,在事后对监督结果分析。从事先整理分析、执行过程规范管理、事后分析提高电力安全监督的水平、提高电力安全生产的水平。系统将达到如下目标:对电力安全监督流程进行管理,实现电力安全监督流程的规范化,确保监督流程的科学性、流程严谨而易于执行;对电力安全监督标准涉及的监督人员岗位、监督项目、监督内容、监督依据等进行规范化管理,实现监督项目、内容、依据、评估标准的标准化;建立安全监督的监督准备、执行监督、发现问题、问题整改、问题复查的标准闭环管理机制,确保有问题能及时发现,发现问题必须得到整改;通过系统的安全监督分析功能,对安全监督过程中存在的问题,监督中发现问题的重点、出现问题的单位等进行综合对比分析。为电力安全培训的重点、安全生产经验的累计提供支持,从而实现电力安全监督的规范化、标准化,实现电力安全生产。更多还原
