【摘要】 2014年8月31日,十二届全国人大常委会第十次会议通过了《全国人民代表大会常务委员会关于修改<中华人民共和国预算法>的决定》。在新的预算法律法规监管机制下,基于“政府财政资金、土地出让金、地方投融资平台”的传统城镇基础设施建设融资模式将难以为继。“政府与社会资本合作模式”(即“公私合作”,简称“PPP”)将成为未来我国城镇基础设施的一种重要的融资模式。这种与其他融资模式相比适用范围更广,优势更明显的融资模式的应用,将使公共部门和私营部门各自发挥其优势和经验,为大众提供优质的公共产品或服务。本文首先基于PPP模式的基本概念,结合项目区分理论和项目可销售理论,总结得出了PPP模式的一种“四要素分析模型”框架：PPP模式的参与主体、PPP项目、PPP项目运行模式以及PPP项目的运作程序。在此基础上,本文应用该分析框架,对于国内外成功应用PPP模式的案例进行了分析和检验,对于项目进行了系统性的总结。通过典型案例研究,本文总结提出了PPP模式成功应用的五项关键因素,即良好的政府管理体制及法律环境、合理选择和设计PPP项目、选择恰当的合作伙伴、构建合理的风险分担机制,以及良好的投资环境。基于PPP模式的基本框架,本文立足于青岛市基础设施建设的融资现状,指出PPP模式在青岛市基础设施建设中,具有诸多应用优势,并提出了一种适用于青岛市的PPP模式应用机制,希望为未来青岛城镇基础设施建设融资问题研究提供有价值的参考。基于对PPP模式的研究和青岛市基础设施建设的现实情况,本文尝试性的为青岛市WSCL基础设施建设项目设计了融资方案。最后,本文对于PPP模式提出了应用的建议和研究的展望。更多还原

【Abstract】 In August 31,2014, the Standing Committee of 12th NPC adopted the "Decision of the Standing Committee of the National People’s Congress on the Revision of the Budget Law of the people’s Republic of China" in 10th meeting. In the new Budget Law regulation mechanism, the traditional urban infrastructure financing mode, which is based on the "municipal funds, proceeds from land using right transfer, local investment and financing platform", will be difficult to sustain. "The cooperation mode of government and the social capital" (i.e. ’Public Private Partnership’, referred to as’PPP’) will become an important mode of financing urban infrastructure in future. Application of this mode which has a wide application scope, obviously advantage compared with other financing model, will enable the public and private sectors to make full use of their respective advantages and experience, to provide quality products or service to the public.Based on the concept of PPP, a"4-elements analysis framework" was introduced in this paper to study PPP model:the parties concerned in the cooperation, project analysis methodology, financing mode and mechanism, and the PPP project operation procedures. With this framework, intensive studies were conducted on international and domestic cases of successful PPP projects, in order to analysis, inspection, and summarize the key factors. Through the typical case study, five key factors to successful application of PPP were identified:good governance system legislation mechanism, reasonable selected and well designed project, suitable partnership, constructive sharing and undertaking risk mechanism and helpful investment environment.Considering the current situation of infrastructure construction in Qingdao, the author pointed that. PPP model has many practical advantages, and summarized a set of application advices, hoping to add value to the study and practice of infrastructure construction in Qingdao. At the same time, the author attempts to design the financing model of infrastructure construction project, based on the reality of the situation of QingdaoFinally, the prospect of the application of PPP model and empirical research was put forward in this paper.更多还原
