【摘要】 温江区是成都市市辖区,位于成都市中心区正西16公里处,属成都平原腹心。温江区东临青羊区,南毗双流县,西接崇州市,北靠郫县,地理位置优越。全区幅员面积277.8平方公里,辖4街道6镇。温江区旅游资源丰富,历史悠久,素有“金温江”之称。作为中国农家乐旅游发源地之一,成都市温江区大力推进乡村旅游发展。通过20多年的不懈努力,乡村旅游发展迅速,乡村旅游已经成为引领城乡居民健康生活的新方式。同时,温江区还是全国花木之乡,全区15万亩耕地就中有13万亩种植花卉苗木,花木种植占全省的1/3,全市的1/2。全区绿化覆盖率达到45%以上,景区景点绿化覆盖率达到90%以上,是成都地区环境质量最好的区域,为乡村旅游的发展创造了极佳的自然生态环境。同时,温江区抓住城乡统筹试点的有利时机,成功打造出国家4A级旅游景区项目“国色天乡乐园”和国家2A级旅游景区“连二里市”以及鱼凫田园样板区、国际景观植物园、中国西村等一大批乡村旅游产品,大力推进乡村旅游产业的发展,有力推动了农民就业和增收。近年来,成都市及温江区政府制定了一系列促进乡村旅游发展的政策措施,如《成都市农家乐旅游服务质量等级评定实施细则》、《成都市农家乐旅游服务质量等级评分标准》、《温江区旅游业十二五发展规划(2011-2015)》、《关于实施“全域旅游”加快建设旅游经济强区的意见》、《关于进一步加快休闲农业与乡村旅游发展的意见》、《温江区创建国家休闲农业与乡村旅游示范区实施意见》等。本文对成都市及温江区现有乡村旅游发展政策进行了研究,主要从政策引领性、多元性、带动性及前瞻性四个角度对温江区乡村旅游发展政策进行研究。最后,在回顾了温江区乡村旅游发展历程的基础上,提出了温江区乡村旅游发展政策效果评估与改善机制。更多还原

【Abstract】 Wenjiang District in Chengdu City area, 16 kilometers due west of the center is located in Chengdu, is the hinterland of the Chengdu Plain. Wenjiang District east of Qingyang District, South adjoin Shuangliu County, west Chong City, north of Pi, location. Region covers an area of 277.8 square kilometers, administer 4 6 town streets. Wenjiang rich tourism resources, has a long history, known as the "Golden Wenjiang" said. As the birthplace of Chinese music, one tourist farm, Wenjiang District, vigorously promote the development of rural tourism. Through 20 years of unremitting efforts, the rapid development of rural tourism, rural tourism has become a new way of urban and rural residents to lead a healthy life. Meanwhile, the country still Huamuzhixiang Wenjiang, 15 acres of arable land in the region of 13 million acres planted flower seedlings, planting one-third of the province, the city of 1/2. The region’s green coverage rate of more than 45%, the scenic spots of green coverage rate of 90%, which is the best regional environmental quality in Chengdu, creating an excellent natural environment for the development of rural tourism. As of August 2013 Wenjiang district and village farmhouse dining spots has reached 226, of which more than 72 scale farmhouse. In the rural countryside in which the construction of the capital Yufu Spa Hotel and Country Inn features upscale square Spring Garden, Green Park, Ming-fang home, Evergreen Bay, Cheng Park Heung-day people, West Park are highly local characteristics. At the same time, seize the favorable opportunity Wenjiang urban and rural pilot successfully create a national 4A level scenic spots project "Floraland Paradise" and the state 3A class tourist attractions "Lotus city" and Yufu pastoral model area, the international landscape garden, Shouan revival tourist town, a large number of rural tourism products, which greatly promoted the development of rural tourism industry to achieve a cluster development of ecological tourism agriculture projects, a strong impetus to employment and income of farmers.In recent years, Chengdu and Wenjiang district government has formulated a series of policies and measures to promote rural tourism development, such as "Chengdu farmhouse tourism service quality rating Rules", "Chengdu farmhouse tourism QOS scoring standards," "Wenjiang Twelfth Five-Year Tourism Development Plan(2011-2015) ", " on the implementation of " Global tourism " accelerate the construction of tourism economic zone of strong opinions ", " to further accelerate the development of leisure agriculture and rural tourism advice, " " Wenjiang creation of national leisure agriculture and rural tourism demonstration zone opinions " and so on. In this paper, the existing rural tourism development in Chengdu and Wenjiang policy has been studied mainly from the policy lead, diversity, driving force and forward-looking perspective on Wenjiang four rural tourism development policy research. Finally, in reviewing the basis Wenjiang rural tourism development process on the proposed Wenjiang rural tourism development policy impact assessment and improvement mechanisms.更多还原
