【摘要】 随着区域经济的日益成为一国经济发展的增长点,区域产业合作也作为区域经济合作重要方式为区域一体化作出重要贡献。京津冀地区协同发展一直是社会长期关注的问题,但是由于其被赋予特殊的政治意义始终难以突破现实困境,最近,京津冀一体化的问题被提高到国家战略层面,加上日益严重的空气污染问题,京津冀地区倍受社会关注,继而引发学术界新一轮讨论热潮。本文以京津冀地区的产业协作问题为研究对象,试图从行政冲突视角解读产业协作面临的发展困境并分析其原因,并引入合作博弈理论,分析如何构建京津冀区域合作利益分配机制。本文主要内容如下:首先,本文回顾了国内外学者关于产业发展相关理论、行政冲突相关理论和合作博弈相关理论的研究历程,在相关理论基础上理清文章研究思路。其次,运用地区相对专业化指数和地区间专业化指数衡量京津冀地区产业分工与产业结构现状。在此实证研究结果的基础上,总结京津冀产业分工与合作存在的问题,引入行政冲突思想分析产业协作面临的行政边界障碍、政府职能错位、协调机制缺失等行政体制障碍。再次,以区域利益分配问题为切入点,构建合作博弈模型,分析京津冀三地的合作行为,发现只有建立合理的利益协调机制,才能保证合作联盟的稳定性和整体实力。最后,结合研究结果给出相应政策建议。更多还原

【Abstract】 With the development of regional economic has become a national economic development growth points, the cooperation of regional industry as a regional economic cooperation is an important way to make an important contribution to regional integration. Beijing Tianjin Hebei collaborative development has been a long-term social problems, but because of its endowed with special political significance is always difficult to break through the dilemma. Recently, Beijing Tianjin Hebei integration issues were raised to the national strategic level. Coupled with the increasingly serious problem of air pollution, the Beijing Tianjin Hebei region has attracted public attention in academic area, sparking a new round of discussions boom. In this paper, the problem of Beijing Tianjin Hebei collaborative industry as the research object, trying to facing the difficulties of development from the perspective of administrative conflicts of industrial cooperation and the analysis of its causes. And the introduction of cooperative game theory, analysis of how to build the Beijing Tianjin Hebei region of interests distribution mechanism. The main contents of this paper are as follows:First of all, this paper reviews the research progress and related theory of domestic and foreign scholars on industrial development, administrative conflict and cooperation game theory. Then we clarifying the research ideas based on the related theories. Secondly, we use the regional relative specialization index and regional specialization index to measure the Beijing Tianjin Hebei region industrial division of labor and the status of the industrial structure. Based on the empirical results, we sums up the problem about Beijing Tianjin Hebei industrial division and cooperation, and introduce the administrative conflict should be thought of administrative boundary barriers, industry collaboration with the dislocation of government functions, lack of coordination mechanisms and institutional barriers. In this area, we use the distribution of interests as the starting point, build a cooperative game model to analysis cooperative behavior of Beijing Tianjin Hebei and found that only a reasonable coordination mechanism of interests can ensure the stability and the overall strength of cooperative alliance. Finally, combined with the research results, this paper give the corresponding policy recommendations.更多还原
