【摘要】 大气污染问题是一项关乎生存和制约发展的大问题,因而对其治理不仅是生态文明建设的重要内容,也是实现美丽“中国梦”的必然选择,不能靠天吃饭,应该实行铁腕治理。地方政府作为地方公权力的代表,肩负着中央政府环境政策执行者和地区环境事务责任人的双重角色,其治理策略运用的好坏直接关系到实际的治理效果,因而在大气污染治理中占据着主导地位。然而在实际的治理过程中,地方政府虽能广泛认同多主体参与治理的重大战略布局,但仍旧存在着自身治理能力不足和外部力量协调不畅的双重困境,显现出具体治理技巧和手段的失灵。因此,如何优化地方政府在大气污染治理中的策略,实现内部能力提升和外部力量调和的协同作用,是目前我国地方政府应该深入思考和探讨的重大问题。本文从地方政府在空气污染预防和控制策略的实际运用情况出发,对地方政府怎样更好地履行治理义务和提高治理能力提出了优化建议。首先,文章对大气污染、大气污染治理、地方政府以及地方政府治理策略进行了概念界定,其中包括对大气污染现状、原因和对策的简要分析。其次,以治理理论、博弈理论和协同理论作为研究基础,对地方政府应该履行的治理责任、必然面临的利益博弈和需要采取的策略模式进行了基本探讨。紧接着,在概念和理论的指导下,选取典型省份的治理法制规范和实践举措作为样本进行具体分析,并总结出我国地方政府治理的局限所在。再次,整合和借鉴国外宝贵的治理实践和经验,作为国内研究的重要补充。最后,在充分吸收国内外治理经验的基础上,紧密结合我国地方政府治理的实际情况提出了内外结合的优化策略。即在治理大气污染过程中,指导性战略和具体性战术同时兼顾,更加注重具体性战术的应用,在多方参与的战略布局的指引下,充分保障具体治理技巧和手段的发挥,将治理行动落到实处。此外,在理论的相互补充、策略的综合布局以及经验的内外总结上,本文体现出其特有的写作价值和创新所在。更多还原

【Abstract】 Atmospheric pollution problem is an big problem which involves survival and restricts development, its governance is not only an important content of construction of ecological civilization, but also is an inevitable choice for the realization of the beautiful "China dream", therefore it can’t be realized by weather but a firm. As the representative of the local public power, local government plays the dual roles in carrying out the central government’s environmental policies and taking charge of regional environmental affairs, the stand or fall of its management strategy is directly related to the actual effect of governance, which is dominant in atmospheric pollution control. In the actual process of governance, although the significant strategic layout of multi-participator has been widely accepted by the local governments, there are still the double predicaments in its poor governance capability and the external co-ordination force, which reveals the failure of the specific management skills and methods. So, how to optimize control strategy of the local government in atmospheric pollution, realize the harmonic synergy of self-promotion and external power is the major issues the local government should think and discuss deeply at present.According to the actual application conditions of the strategy use in air pollution prevention and control by the local governments, this article puts forward the optimization advice on how to better fulfill management obligations and improve the governance ability. Firstly, the paper defines the concepts of atmospheric pollution, air pollution control strategy, local government and local government governance strategy, including the brief analysis of present situation, causes and countermeasures. Secondly, on the basis of governance theory, game theory and collaborative theory, the essay explores the management responsibilities local government should fulfill, the interests game local government must face and basic strategy pattern local government need adopt. With that, under the guidance of the concepts and theories, the dissertation selects the governance in law and practice of typical provinces as samples to conduct specific analysis and sums up the limitations of local governance in China. Then, it pays attention to integrating and drawing lessons from foreign valuable management experience, as the important supplement of the domestic research. Finally, on the foundation of fully absorbing the management experience at home and abroad, this thesis synthesizes the actual situation of local governance in our country and puts forward the optimization strategy of combination of inside and outside. That is to say:in the control of air pollution, instructional strategies and concrete tactics should be balanced at the same time, the specific application of tactics should be payed more attention. Under the guidance of multi-party strategic layout, we should fully safeguard the development of specific management skills and methods to realize governance implement. Moreover, this article reflects the unique value and innovation of writing in the aspects of mutual complement in theories, comprehensive layout of strategies and the summary on experience at home and abroad.更多还原
