【摘要】 本文以陕西省高坎村作为个案调研点,以高坎村2014年扶贫项目实施过程为研究对象,通过对高坎村扶贫项目的实施过程进行剖析,探析该村扶贫项目的实施未能达到预期的原因。扶贫项目实施过程中,村庄里村民具有两面性的特点,一方面是对扶贫的期待,另一方面是对扶贫项目的谨慎。最终,村民的谨慎让村书记的期望落空,村书记的美好预期与最后的实际落实形成巨大差距。本文按扶贫项目进村、村内各方的言行动态、扶贫项目“着陆”的逻辑及时间顺序,结合实际详细描述了扶贫项目在该村实施过程中的遭遇,进而探讨新时期国家扶贫项目所面对的形势,以及在这种形势下,国家扶贫项目得以顺利开展、有效实现预期目标的条件。本文认为,新时期国家扶贫项目面对着更加市场化的农村、分化以及更加自主精神的农民,以及政府自身问题的大形势,扶贫需要针对以上形势作出相应的反应,才能具备国家扶贫项目顺利开展、有效实现预期目标的条件。更多还原

【Abstract】 This article trench Gaokan village in Shaanxi province as a case study of point, in 2014 the implementation of Gaokan village poverty alleviation projects as the research object, by analyze the Gaokan village poverty alleviation project implementation process, analysis Implementation of the village poverty alleviation projects failed to meet expectations of the reasons.In the process of implementing poverty alleviation projects, villagers in the village has two sides features, on the one hand there is a poverty of expectation, on the other hand is a poverty alleviation project of caution, eventually, the villagers caution let village secretary dashed expectations, between the Beautiful expectation of village secretary and the last actual implementation form a huge gap. In this paper, according to the introducing of poverty alleviation projects, words and deeds dynamics, poverty alleviation projects in the village parties "landing" of the logical and chronological order, integrate with actual details described the situation in the village poverty alleviation projects implementation process,further probe national Poverty Reduction Project situation faced by New Era,and In this situation, national poverty alleviation projects to be carried out smoothly and effectively achieve the desired objectives of the condition. This paper argues that, in the new era, national poverty reduction project faced by more market-oriented rural、differentiation and more independent spirit of the farmers, and the government’s own big problems situation, poverty alleviation need to make the appropriate response to the above situation, in order to have the conditions of national poverty alleviation projects carried out smoothly and effectively achieve the desired objectives.更多还原
