【副题名】基于武汉市百步亭社区的考察

【摘要】 随着城镇化的迅速发展,更多的农民将转变为市民,由此带来的中国社会由传统向现代的巨大转型,不仅使社区面临巨大的挑战,也对社区治理提出了新的要求。因为由现代化所引致的中国社会的个体化,不仅导致和西方个体化相同的意义和安全感的丧失,也使中国社会产生了阎云翔所说的“无功德个人的崛起”。城市社区逐渐由单位制下的“熟人社会”过渡到“半熟人社会”,尤其是城市新建社区现已经成为高度异质化的“陌生人社会”,客观上人与人的陌生状态和缺乏连结纽带以及主观上缺乏安全信任而对他人的防范,都会阻碍个人走出家门,进入公共领域。这不仅导致社区自治的失败,也会影响个人本体安全的实现。因此如何重建社区连接纽带,培育社会资本,为社区自治生产公共人,为重建社区共同体奠定认同基础,成为当下社区治理的突破口和着力点。百步亭社区把文化引入社区营造,对社区治理产生了积极的影响,也是城市新建社区治理方式创新的有益尝试。本文在实地调研的基础上分析了百步亭透过文化营造社区进而有效促进社区治理的具体实践,发现百步亭社区透过这四个方面的文化努力,包括营造文化空间,塑造社区记忆；弘扬主流价值,提升社区认同；复兴传统文化,建构熟人社区；发展社区文化组织,培育社会资本。这些文化努力使百步亭社区居民在文化互动与合作的基础上不仅建立了新的连接纽带,孕育了社会资本,也在文化团体生活和文化内涵的熏陶下培育了自身的公共精神和参与公共事务的能力。经由文化生产的公共人和社区认同,不仅使百步亭的社区自治成为可能,也促使百步亭由行政意义上的社区升华为共同体意义上的社区,使社区成为个体温馨的家。百步亭社区透过文化营造社区的建设实践,具有重要的推广价值和理论意义,将对我国新建社区的治理产生积极影响。当然百步亭社区的文化建设目前还是在国家主导下进行的,这是个体化社会的必然选择,但是当社区发育到一定程度之后,国家应该由主导变为引导,使社区能够自然有机的生长。更多还原

【Abstract】 With the rapid development of the urbanization, increasing number of farmers would turn into citizens, thus bringing an enormous transformation from traditional society to modern society in China.Not only bring a great challenge to community management, but also raise new requirements to it. he individualization of Chinese society caused by the modernization, not only leading he lack of the secure s well as Western society, but also cause the "individual people who have no merit and virtue rising in Chinese society said by Yan Yunxiang.The urban community transit gradually from acquaintance society to semi- acquaintance society under the unit system. Especially the new urban community has become a high degree heterogenization strangers’society.Both the strange state among people and the lack of connection objectively, and the lack of security trust subjectively, will all prevent people from walking out of the house and entering the public area, which not only leads to the failure of community autonomy, but also influences the realization of personal security. Therefore, how to rebuild the connection of community, cultivate the social capital, produce the public man for community autonomy and lay the foundation of identification of community, have become the breakthrough point and focus of current community governance.Baibuting Community integrates culture into community construction, which not only has positive effects on community management, but also is a beneficial attempt for cities to innovate their ideas in reconstructing community governance. This paper, based on field research, probes into how Baibuting Community achieves effective community construction through implement of culture. Baibuting’s efforts mainly lies in four aspects: spare cultural space to create community memory; promote mainstream values to enhance community identity; review traditional culture to construct acquaintance community; develop community cultural organizations to foster social capital. Thereupon a new link has been established among its residents with respect to cultural interaction and cooperation. It not only cultivates social capital but also arouses in them high public spirit and enhances their ability to participate in public affairs under the circumstance of cultural connotation and organization. On this basis the residents are culturally bred and thus a new community identity emerges, which makes it possible for Baibuting Community to become an autonomous warm home in which all individuals are highly valued rather than a governmental entity.The building practice of Baibuting Community through the culture construction, which has important promotional value and theoretical significance. It will make a positive difference on the new community management in our country. It is the inevitable choice of individualized society. But the government should turn from leading to guiding, after the community develop to a certain degree. It can make the community grow up in a natural and organic way.更多还原
