钦州石化工业园区水环境风险源识别和分级评价
Identification and Classification of Water Environmental Risk Sources in Guangxi Qin Zhou Petrochemical Industrial Park

【摘要】 近年来我国重大水环境污染事件频繁发生,对水环境、生态环境及社会稳定产生严重影响。钦州石化产业园是广西第一个以石油化工为主的工业园区,由于其特殊的产业布局,其存在的环境风险也不容忽视。本研究应用PSR模型建立了海湾风险源识别指标体系,应用GIS技术快速、直观的筛查出园区的环境风险源,为环境风险管理提供有力的技术支持。本文利用危险物质的储存临界量和排放方式初步筛查出环境风险源,以减少风险源识别数量。基于PSR模型的四个层次,根据不同因素间的相互关系由上到下,落脚于钦州石化工业园区的实际情况,选取10个指标来详细描述海湾环境风险源,构建了海湾环境风险源识别指标体系。参照《国家突发环境事故应急预案》将评价等级分为四级,分别为特别重大环境风险源(Ⅰ级)、重大环境风险源(Ⅱ级)、较大环境风险源(Ⅲ级)和一般环境风险源(Ⅳ级)。根据实地调研得出各指标影响度,计算PSR模型海湾环境风险源识别指标体系指标层各项因子值的权重值,用专家打分法确定各因子,采用层次分析-多级模糊综合评价法对环境风险源的10个指标计算后进行等级划分,最后识别出钦州石化工业园区—般环境风险源1家,较大环境风险源7家,重大环境风险源1家,特别重大环境风险源2家,为工业园的风险源及风险事故的防范提供科学的依据。
【Abstract】 In recent years, serious water pollution incedences were happened frequently in china, and they had very serious impacts on the water environment, ecologica 1 environment and social security. Guangxi Qin Zhou Petrochemical Industrial P ark is the first petrochemical-based industrial park in Guangxi province. The env ironmental risk of the Guangxi Qin Zhou Petrochemical Industrial Park shoud b e noticeable due to its sepcial industrial distribution. This study used the PSR m odule to build gulf risk source indentificaition system, applied the GIS technolog y to screen the environmental risk source of the park quickly and intuitively, and provied strong tenchnical support for the environmental risk management.First of all, it screened out the environmental risk source by utilizing the sto rage critical quantity and emission patterns of the hazardous substances to reduc e the environmental risk source identification number. Based on the four levels o f the SPR module, the mutual relations of the different factors from top to botto m, and the practical condition of the Qin Zhou Petrochemical Industrial Park,th is paper selected 10 indicators to describe the gulf environmental risk source in detail, constructed the gulf environmental risk source identification index systemAccording to the national emergent environmental incident plan, the assessment classification is divided into four classes, they are particularly significant environmental risk source (class Ⅰ), significant environmental risk source (class Ⅱ), greater environmental risk source (class Ⅲ) and general environmental risk sources (class Ⅳ). First, this study calculated the weighted value of every factor of the gulf environmental risk source identification index system indicator layer, and then used the AHP-multilevel fuzzy comprehensive evaluation method to calculate the 10 indicator’s grades of environmental risk source and divide them into different classes, finally identified 1 general environmental risk source,7 greater environmental risk source,1 significant environmental risk source,1 particularly significant environmental risk source in Qinzhou Petrochemical Industrial Park, to provide a scientific basis for risk sources and prevent risks of accidents industrial park.
