【副题名】以政府地位和作用为视角

【摘要】 随着改革开放的不断深入和全球一体化进程的加快,中国面临着来自全球共时性的治理难题和来自自身经济社会转型所带来的治理困境的双重压力和挑战。在此背景下,推进国家治理现代化(包括国家治理体系和治理能力)成为我国新时期全面深化改革的一项重大战略。国家治理是由多个部分有机组成的体系,政府治理是国家治理的重要组成部分,是推进国家治理现代化的重点领域,同时也是推进国家治理现代化的主体之一,发挥着不可替代的作用。在国家治理现代化的进程中,政府作为国家权力(公共权力)的合法行使者,在市场——政府——社会的国家治理结构中居于核心地位,承担着重要的公共管理职能。但是在现实实践层面,赶超式的发展节奏和对于传统管控型的治理体制的路径依赖使得政府未能在国家治理现代化建设进程中发挥应有的职能和作用,从而严重制约了国家治理体系和治理能力的完善和提升。由此,推进国家治理现代化,必须充分正视政府在国家治理中的职能缺失问题和作用发挥的阻碍因素,明确政府在多元主体共治的国家治理体系结构中的核心地位,在坚持深化行政体制改革和国家治理的各项改革策略的原则基础上,逐步推进政府自身的治理理念、治理方式和治理制度体系等方面的改革和建设,进而为整个国家治理现代化建设,建构合理有序的多元治理格局、民主化的决策体制机制和科学完备的制度保障体系,从而在全面有效提升国家治理能力过程中使政府的独特作用能够有效发挥出来。本文主要由引言、正文和结语三部分内容构成。其中正文部分写作内容具体分为三部分,具体的写作思路和写作内容如下:第一部分主要对现代国家治理的主体构成及其相互关系进行了集中的分析和阐述,主要分析和阐述了现代国家治理的内涵、特征、主体构成与主体间的相互关系,并在此基础上,结合中国国家建设的现实背景,对我国国家治理现代化的基本内涵和特征进行系统分析。第二部分主要对当前中国推进国家治理现代化所面临的主要问题和原因进行了分析。具体的思路是首先对中国推进国家治理现代化的背景和政府在该进程中的应然定位进行了考察,随后对国家治理现代化推进中因政府作用缺失而引发的主要问题进行了总结,并对政府作用缺失的原因进行了分析。第三部分主要对国家治理现代化推进中政府发挥作用的策略选择进行了研究。主要是对推进国家治理现代化的宏观原则进行了梳理和分析的基础上,探讨了国家治理现代化推进中政府发挥作用的具体路径和策略。更多还原

【Abstract】 With the deepening of the reform and opening up and the speeding up of globalization,China faces from global governance problems of synchronic and from its own economic and social transformation, which brought about the governance dilemma of double pressure and challenge. In this background, promoting the modernization of governance capabilities(including the national management system and management) as a major strategy in the comprehensively deepen reform in the new period in our country. Governance is composed of multiple parts of organic system. The government governance is an important part of national governance, which is the key of promoting the modernization of national governance field,one of the main body of promoting the modernization of national governance, and also plays an irreplaceable role. In the process of the modernization of national governance, the government, which is the core member of status in the nation’s governance structure of "market-government-ociety" and bears the important public management function, as a legitimate exercise of state power(public power). But in the real practical level, the development of catch-up rhythm and type for the traditional control system of governance path dependence makes the government’s failure to governance in the process of modernization in the country, which seriously restricts the national management system and management ability to improve. Therefore, promoting the modernization of national governance must face up to the government in the state governance problems and lack of function role play inhibitors, clear the government in the multiple main body should be the core position of national governance system structure, based on the principle of deepening the reform of administrative system and governance reforms strategy, gradually promote the reform and construction of the government’s own management idea, management mode and management system, etc. Furthermore, constructing a reasonable and orderly pattern of diversity in governance, democratization of decision-making mechanism and security system for the modernization of the whole country governance. In a result, making the government play a unique role In the process of promoting governance capacities.This article is mainly composed of preface, text and epilogue three parts. The body paragraphs are divided into three parts, and the writing ideas and specific contents are as follows: the first part mainly analyzes the composition of main body of the modern national governance and their relationships, and mainly analyzes and expounds the composition of the connotation, characteristic, the subjects of the modern national governance and the relationship between the subjects, and then, combined with the reality of China construction background, analyzing the basic connotation and characteristics to the modernization of China’s national governance systems. The second part mainly discusses the current main problems and reasons China faced in promoting the modernization of national governance.Specific idea is: Firstly, the background of promoting the modernization of national governance for China and the government ought to be positioned in the process are investigated. Then, the main problems caused by the lack of the participation of thegovernment in the modernization of governance are summarized, and the reason why the lacks of government function is analyzed. The third part is mainly researches the government plays a role in advance to the modernization of national governance strategy choice. Which mainly on the basis of analyzing the principles of promoting the modernization of national governance, and then discussing the specific path and strategy in which the government plays a role in the modernization of national governance promotion.更多还原
