【摘要】 今年是中央连续以农业为重点出台一号文件的第12年。近年来,中央及各地方政府出台了一系列的惠农政策和措施,初步形成了扶持三农发展的政策体系,取得了比较好的效果。但从总体上看,我国现阶段的惠农政策还存在资金投入总量不足、资金来源分散、政策手段不足、政策效用难以全覆盖等问题。全面考察惠农政策的理论和实践,评估研究惠农政策,对促进农民增收、农业增效和农村发展具有重要的意义。本文围绕惠农政策制定的历史背景、发展现状、存在问题、改善建议这一主线展开研究、探讨,结合文献法、比较分析法、定性与定量分析法,从理论和实践两方面来研究惠农政策实施效果的现状和存在的问题,并对产生问题的原因加以分析,最后提出完善惠农政策实施效果的具体措施。首先通过分析国内外惠农政策相关课题研究的发展及现状,结合我国加入WTO的历史背景,对国内外惠农政策差异进行了比较。其次对大连金州新区在实施农业补贴政策后农业产业及农民收入相关数据进行分析研究,通过对大连金州新区惠农政策实施效果的实证分析,得出金州新区惠农政策对农民收入及农业产量影响较大,但农村基础设施不够完善,城乡收入差距仍然较大,惠农政策仍需进一步完善。最后,针对我国现阶段惠农政策的特点及其突出矛盾,本文提出要从健全立法体系、完善惠农补贴机制、健全民主监督机制和绩效评价机制等方面入手,加大财政支持力度,不断增强政策的针对性和有效性,使惠农政策充分发挥政府宏观调控、政策导向的作用,进一步促进“三农”良性健康发展。更多还原

【Abstract】 It’s the twelfth year that the Central Government Continuously issued the NO.One document focus on Agriculture. In recent years, the govermment has adopted a series of policies and measures, which compounds the policy system to support the development of agriculture, and achieves remarkable results. But on the whole, China’s agricultural policy still has the problems such as small investment, funds dispearsed,less policy means,and the effectiveness is hard to all standing. An Evaluation and comprehensive study of the theory and practice of agricultural policies has important significance to promote the increase of farmers’income, agricultural efficiency and rural development.This paper focuses on the historical background, development status and policy formulation of the problems and suggestions for improvement of the main line of research, combined with the method of literature, comparative analysis, qualitative and quantitative analysis method, to study the current situation and existing problems of agricultural policy from two aspects of theory and Practice, analysis of the reasons, and puts forward some concrete measures to further improve the policy.Firstly, compare the differences between domestic and foreign policies,through theanalysis of the present situation and development of research on domestic and foreign policy issues and with the historical background of China’s accession to the WTO. Secondly,analyse of the agricultural industry and farmers’ income related data after the implementation of the agricultural subsidy policy,to come to decision that the agricultural policies of JinZhou New district has a great influence on Farmers’ income and agricultural output. But the rural infrastructure is not perfect,and there is Still a large income gap between urban and rural areas, the agricultural policies still need to be further improved.Finally, this paper puts forward a point of view that the govermment needs to starting from many aspects to increase financial support,and to make the agricultural policies play an important role of macro-control,and to further promote the healthy development of the "Three Agriculture".更多还原
