热电厂蓄热消纳风电的经济性与调峰定价研究

【摘要】 近年来,伴随着风电的大规模发展,我国“三北”地区弃风问题越来越严重,如何消纳风电,已经成为当前研究的热点问题。热电厂配置蓄热可作为消纳弃风电力的可行方案,然而蓄热方案与当前应用较为普遍的抽水蓄能、风电供热两种弃风消纳方案相比是否具有经济优势、如何激励热电厂配置蓄热与风电场进行调峰交易,就成为有待研究的问题。为比较三种弃风消纳方案的优劣,本文建立了评价节煤效果和国民经济性的相关模型,并进行了理论与算例分析。结果表明,在当前“三北”地区严重弃风的情况下,三种弃风消纳方案均具有很好的节煤效果和国民经济性;但蓄热方案提供单位容量风电接纳空间的投资最少,而节煤效率(消纳单位弃风电量时的节煤量)最高:比抽蓄方案高约10%-20%,比风电供热方案高出约一倍,故而具有最好的国民经济性指标和承受未来弃风不确定性风险的能力。为激励热电厂配置蓄热与风电场进行调峰交易,本文设计了一种调峰定价机制,针对热电厂与风电场的调峰交易问题,分析了调峰合作的成本效益、投资模式以及整体和个体角度的发电权可行价格边界;针对投资风险问题,提出了分回收期内和回收期外二阶段进行发电权定价的方式;采用风险价值(Value at Risk, VaR)描述了调峰合作所面临的未来消纳弃风电量不确定风险。最后,算例分析了影响调峰合作的因素。研究表明,通过合理调峰定价方法,能够促使热电厂积极配置蓄热参与调峰以消纳弃风风力,达到热电厂和风电场的双赢。本文可为我国当前选择弃风消纳方案提供参考,亦可作为热电厂配置蓄热与风电场进行调峰交易时的参照依据。
【Abstract】 In recent years, curtailments of wind power become more and more serious in "Three North" area of our country along with the large-scale development of wind power. How to accommodate wind power has become a hot spot in current research. Installing a heat accumulator in CHP plant can be used as a feasible solution for accommodating wind power. Howerer, whether CHP plant installing a heat accumulator strategy has economic advantage compared with the two current common applied peak regulation strategies-wind power heating strategy and pumped storage strategy, has become the problem that need to be researched.In order to compare the three strategies, the models of evaluating the coal-saved effects and national economics are established, and the theory and analysis of examples are also carried out. The results show that:when wind power is curtailed seriously in "Three North" area of our country, three solutions all have good coal saving effect and national economy, but heat storage stragety has the least invest when offer 1MW accommodating space for wind power, and can save most coal when accommodating 1MW-h wind power:10%-20% that more than pumped storage stragety and about twice as wind power heating solution. Thereby, heat storage stragety has the best national economic index and the ability of risk tolerance for wind power uncertainty.In order to motivate CHP plant to install heat accumulator and then to trade with wind farm about peak regulation, this paper designed a peak regulation pricing mechanism. In view of peak regulation trading between CHP plant and wind farm, this paper analyzed the cost-benefit of cooperation in peak regulation, the way of investing and boundary price of each side from the whole and individual angle, proposed generation right pricing method within investment pay-back period and after investment pay-back period, used the methodology of VaR (Value at Risk) to describe the risk resulted from uncertainty of the curtailed wind power accommodation in the future. Finally, an example analyzed the factors influencing the cooperation in peak regulation. Studies show that, the reasonable peak regulation pricing method can motivate CHP plant to install heat accumulator actively in peak regulatin for accommodating wind power, achieve a win-win result between CHP plant and wind farm.This paper can provide reference for the choice of strategy to accommodate curtailed wind power. It can also be used as reference when CHP plant installing heating accumulator trade with wind farm.
