【摘要】 改革开放30多年来,我国经济实现快速发展,年均增长目标达到百分之十左右,但在发展中产生的问题却没有及时化解,反而不断积累壮大,成为改革发展路上新的“拦路虎"和“硬骨头"。党的十八大以来,以习近平同志为总书记的新一届党中央领导集体高瞻远瞩、励精图治,审时度势提出了全面建成小康社会、全面深化改革、全面推进依法治国、全面从严治党等“四个全面”战略布局,力求从根本上解决这些突出问题。“三农"是立国之根本,“三农”问题便首当其冲。要解决好“三农”问题,首要任务便是提高农村党员干部的整体素质,而提高农村党员干部整体素质的重要途径就是对其加强教育培训。因此,深入研究农村基层党员干部教育培训意义重大、影响深远。笔者结合自己四川农村基层党员干部教育培训的工作实践经历,通过调查研究法、问卷研究法等,实地了解了四川部分市(州)农村党员远程教育终端站点、县级党校和社会主义学院、农广校、农村村政学院等“硬件”教学资源的建设使用状况；采用文献研究法、问卷研究法等,掌握了当前四川农村基层党员教育在组织领导、保障体系及教学效果评估等“软件”方面的突出问题。针对收集的这些问题,从思想、内容和制度等方面分析了原因。并在充分借鉴其他省农村基层党员教育经验和启示的基础上,从政策、经费、技术、师资、管理、督查、考评等方面提出了一些对策措施。由上述研究可知：无论是从坚定农村党员理想信念,夯实党在农村的执政基础；还是从强化农村党员实用技术技能培训,助推农村经济社会快速高效发展来说,对于西部地区农业大省的四川来说都是非常必要且切实可行。本文也从多个方面进行了有益的探索,已取得实质性成果,尤其是探索建立了农村基层党员教育培训考核评价体系。同时,期待本文的研究成果能起到抛砖引玉的效果,为各级党委组织部门开展农村基层党员教育工作提供参考借鉴,对提升农村基层党员干部教育培训质量和水平有所帮助启示。更多还原

【Abstract】 Over the past 30-plus years of reform and opening up, China’s economy has witnessed a rapid development, with its average annual growth goal hitting around ten percent. However, we fail to solve the problems arising during the development in a timely way, leading to continuous accumulation of problems, which become a new obstacle and hard nut on the way of reform and opening up. Following the 18th CPC National Congress, the new far-seeing and diligent Party Central Committee with Comrade Xi Jinping as the General Secretary put forward the strategy of " Four Comprehensives", namely comprehensively build a moderately prosperous society, comprehensively deepen reform, comprehensively implement the rule of law, comprehensively strengthen Party discipline, to fundamentally solve the pressing problems. "Agriculture, Rural Areas and Farmer" is the foundation of our country, and thus the issues relating to the same shall be made the top priority. The first priority to solve the issues relating to agriculture, rural areas and farmers is improving overall quality of rural Party officials by intensifying education and training of them. Therefore, in-depth research of education and training of rural grassroots Party officials is significant and far-reaching.With own experience in education and training of Sichuan rural grassroots Party officials and through investigation and questionnaire survey, the writer made a field investigation of construction and usage of teaching resources as "hardware" such as education terminal for rural Party members, county-level Communist Party schools, institutes of socialism, agricultural broadcasting schools, and institutes of rural affairs in some cities of Sichuan Province.the writer learned the pressing problems with education of rural grassroots Party members in Sichuan Province with respect to "software" such as organization and leadership, security system and assessment of teaching effects through study on documentation and questionnaire study. A cause analysis of those problems collected was performed from the perspective of thinking, contents and system. In addition, some strategies and measures were proposed with respect to policy, fund, technology, teacher, management, supervision and appraisal based on lessons from other provinces in education of rural grassroots Party members.It is indicated by the research above that intensifying education of rural grassroots Party members is necessary and feasible for Sichuan, a major agricultural province in West China in terms of firming ideal and faith of rural Party members, consolidating the foundation for the Party’s administration in rural areas, intensifying practical skill training for rural Party members, and promoting rapid and efficient development of rural economy and society. This paper conducted valuable exploration in multiple respects, which obtained material achievements, particularly in appraisal and evaluation system for education and training of rural grassroots Party members. Meanwhile,the writer hopes this research findings can open the subject for discussion, give reference to Party committees of different levels in education of rural grassroots Party members, and help improve education and training of rural grassroots Party members.更多还原
