【摘要】 本研究在理论总结绿色经济主要内容的基础上，构建绿色经济评价指标体系，并运用基于熵权法的评价模型实证分析江苏省绿色经济的变化情况，凝练徐州市沛县发展绿色经济的经验和成果，最后就提升绿色经济发展水平提出对策建议。本文的主要内容包括：首先，梳理国内外关于绿色经济的研究成果，借鉴已有研究成果，结合当前绿色经济发展的实践，构建了绿色经济发展评价指标体系和基于熵权法的评价模型。其次，以2007-2011年江苏省绿色经济发展的年度数据为样本，通过熵权法对指标进行无量纲处理和权重赋值，并比较分析了江苏省近五年绿色经济发展的变化情况。实证结果表明：2007-2011年江苏省绿色经济发展水平显著提高，评价值分别为0.2678、0.3547、0.4757、0.5768、0.7148，但是总体上全省绿色经济发展依旧不够成熟，区域产业物耗能耗水平过高、传统生产方式转型不彻底、具有龙头带动作用的绿色规模企业较少、绿色清洁技术开发与应用较为滞后等问题依旧明显；再次，利用案例分析方法，选取江苏省徐州市沛县加强和发展绿色经济的主要做法及成效，总结沛县发展绿色经济的经验，并指出沛县目前还存在绿色经济发展理念稍显滞后、投入尚且不足、体系建设有待丰富等问题；最后，从转变传统生产方式、完善废物回收体系、重视污染减排、加强政府引导等方面，提出具有可操作性的对策建议。更多还原

【Abstract】 This research will build a green economic evaluation index system which is based onthe theoretical summary of the contents of the green economy, as well as apply theevaluation model based on entropy method to actually analyze the changes in the greeneconomy of Jiangsu and concise the experiences and achievements in the process ofdeveloping the green economy of PeiXian, Xuzhou. Finally we will propose somesuggestions about how to improve the green economy development level. The main contentsinclude：Firstly, we’ll sort out domestic and abroad research on the green economy, drawingon existing research results, at the same time, combined with the current practice of greeneconomic development to build green economic development evaluation index system andthe evaluation model based on entropy method.Then, taking the2007-2011annual greeneconomic development data of Jiangsu as a sample, using entropy method to conduct thedimensionless of indicators and weightings assigned, and we have compared analyzed thedevelopment of green economy in the past five years of Jiangsu. The empirical resultsshow that： In2007-2011, level of the green economy of Jiangsu is apparently increased,the evaluation values were0.2678,0.3547,0.4757,0.5768,0.7148. But in general, theprovince’s green economy is still not mature enough. Embodied in the level of regionalindustrial material and energy consumption is too high, the transformation of traditionalproduction mode is not complete, the green enterprises which have a leading role arescarcity, the development and application of green clean technology lags behind otherissues still evident. Thirdly, using case study method, selecting the main practices andeffectiveness which is applies by Pei,Xuzhou,Jiangsu to strengthen and develop the greeneconomy, summarizing the experience of developing the green economy which used byPei, and pointing out that there still exist sparsely lagging green economy concept,investment lack, system construction need enriched and so on. At last, we will propose workable countermeasures from these aspects, such as transferring traditional productionmethods, improving waste recycling system, emphasizing pollution reduction,strengthening government guidance, etc.更多还原
