【摘要】 社会体育是提高国民体质的最重要因素,随着经济和社会的发展,人们对于社会体育的需求也大幅提升,非职业社会体育指导员作为社会体育的组织者、指导者、传播者,是满足社会体育需求的核心力量。非职业社会体育指导员队伍的工作状况对于社会体育的进一步社会化、科学化、产业化和法制化都将产生极为深刻的影响。本文采用文献资料、问卷调查、专家访谈、数理统计等研究方法,对当前海淀区非职业社会体育指导员的工作状况进行了调查和分析,研究结果表明：(1)海淀区非职业社会体育指导员队伍的工作主体情况海淀区非职业社会体育指导员队伍主体性别结构偏差较大,整个队伍年龄偏大,二、三级数量较多,高等级数量过少。整体具有较高文化素质,有一定的工作经验,在组织管理和技术指导能力发挥方面具有很大潜力。(2)海淀区非职业社会体育指导员的工作实施情况各项目非职业社会体育指导员的人数分布不均衡,指导项目分布还不能完全满足广大群众的健身需求。指导的随意性比较强,指导场地比较分散,非职业社会体育指导员对于提供服务的主观判断与锻炼者的评价之间存在着较大差距,工作效果未能达到理想状态。(3)海淀区非职业社会体育指导员的工作保障情况海淀区非职业社会体育指导员开展工作追求社会承认的动机不足,总体工作积极性不高。社会认可和政府支持程度不够、激励机制不健全、缺乏体育设施和场地、缺乏正规化管理和缺乏资金是影响海淀区非职业社会体育指导员开展社会体育指导工作的主要因素。为改善海淀区非职业社会体育指导员的工作状况,作者提出了以下建议：(1)应从优化队伍结构,丰富并科学划分类别,完善培训与再培训制度,改善培训内容和课程结构三方面,进一步优化海淀区非职业社会体育指导员队伍。(2)政府行政管理部门建立、健全非职业社会体育指导员的激励机制,重视精神激励的作用,建立社会激励和社会保障机制,精神奖励与物质奖励并举。(3)政府行政管理部门健全组织管理机构、建立有关非职业社会体育指导员的各项制度和实行非职业社会体育指导员的注册管理与网络信息管理。(4)宣传部门加大宣传力度,提高非职业色会体育指导员的社会地位,营造促进非职业社会体育指导员工作的良好社会氛围。(5)政府相关部门加大投入,为非职业社会体育指导员顺利开展工作解决困难,提供各方面的保障。更多还原

【Abstract】 Social sports activity is the key factor to improve the physical quality of the people. With the economic and social development, the needs of the people for social sports activity have increased dramatically. Therefore, non-occupational social sports instructors, who are regarded as not only the core strength to meet the needs of the people, but also the organizers, mentors and communicators of social sports activity, play a significant role in the following fields such as implementing the National Fitness Program, organizing varied and colorful sports activities, strengthening the national sports consciousness and guiding the scientific fitness of the masses. The present working condition of non-occupational instructor team will have a profound impact on the socialization, scientization, industrialization and institutionalization of social sports activities in the future.Through the methods of literature researches, expert interviews, questionnaires and mathematical statistics, the author of this paper conducted a survey on the current working condition of the non-occupational sports instructors in Haidian District. The result indicates that(1)Among the non-occupational sports instructors in Haidian District, a large bias exists in genders. The total age seems too old. The number of instructors in the first level is comparatively small. All of the instructors possess a higher cultural quality and are experienced in their professions and very potential in business management and technical instruction.(2) The number of of non-occupational sports instructors, are basically in different levels. The problems of lacking instructors of high level skills are still very common. The instruction courses are inadequate to meet the needs of the masses. A wide gap which is about the provision of service exists between the judgment of the instructors and the estimation of the exercisers. Therefore, the effectiveness of the instructors’work is still far from the ideal state.(3) The sports instructors. in Haidian District are less enthusiastic about their work. The mainly factors that affect the non-occupational sports instructors to provide guidance in Haidian District include lack of social recognition, governmental supports, publicity and incentive mechanism, sports facilities and grounds, standardized management, organization and funds, etc.The author proposes the following suggestions to improve the working condition of the non-occupational sports instructors in Haidian District.(1)According to the existing foundation, the instructor staff should be optimized.(2) To establish and improve the incentive mechanism of the non-occupational social sports instructors.(3)To improve the organization and management bodies. The relevant systems should be set up and the registration and network management of the instructors is needed as well.(4)To give more publicity and lift the fitness awareness of the masses. The social status of the non-occupational social sports instructor will be promoted and a good social atmosphere for the instructors can be created.(5)The government has the responsibility to increase investment so that the problems of lacking funds and grounds will be solved.更多还原
