【摘要】 21世纪全球进入信息经济时代，并且逐渐向知识经济时代发展，一个企业甚至国家掌握丰富的知识资源可以为其增强竞争实力、保持提升竞争优势，因此成功地储备、利用和创造知识会是一笔巨大的财富。科技报告是科学技术研究的成果，在一定程度上代表了国家科学技术的发展，对科技研究过程、科技知识的创新及科研成果交流等都有重要的作用。随着2014年3月我国科技报告服务系统正式开放、科技报告制度全面实行，科技报告的管理和利用逐渐被政府和学术界重视起来，专家学者们对科技报告的研究也慢慢展开。知识管理作为有效提升知识竞争优势的办法，一直受到学术界和企业界的广泛关注。而在知识管理的众多流程中，知识共享是较为核心的环节，它是知识管理的落脚点。因此我国政府及科研人员应加强科技报告的知识共享和交流，让科技报告更好的服务于社会的发展。本文分析了科技报告和知识共享的相关理论和概念，详细论述了科技报告知识共享过程、模式及其绩效影响因素，在此基础上构建了科技报告知识共享绩效评价指标体系，并给出了权重。目前科技报告开放共享服务研究处于起步阶段，因此本文提出的指标体系和基本观点对该领域的深入研究有一定的作用，也能够在某种程度上指导我国科技报告知识共享的实施和完善。更多还原

【Abstract】 In twenty-first Century, the world has entered the era of information economy,and gradually developed into the era of knowledge economy. Knowledge hasbecome a powerful guarantee for enterprises and even countries which masterabundant knowledge resources to enhance competitive strength, promote competitiveadvantage and sustain core competitiveness, so successfully reserving, using andcreating knowledge is a great asset. Technical report is the result of scientific andtechnological research, in a certain extent represents the development of nationalscience and technology, which has an important role in the process of scientificresearch, science and technology knowledge innovation and research results exchange.With March2014China Science and technology reporting system was officiallyopened and technical report institution fully implemented, the government andacademic circles pay attention to management and utilization of technical reportgradually, experts and scholars has started technical report research slowly.Knowledge management as the method to effectively promote theknowledge competitive advantage, has been widely concerned by the academic andbusiness circles. In many processes of knowledge management, knowledge sharing isthe most key step, it is the foothold of knowledge management. Therefore, thegovernment and scientific research personnel should be strengthened in the exchangeand sharing of science and technology report knowledge, and make better service tothe society with science and technology report.This paper introduces the related theory and concept of scientific and technicalreport, discusses the processes, mode of technology report knowledge sharing and itsperformance’s influencing factors in detail, on the basis of which constructsthe performance appraisal system of knowledge sharing, and calculate the weight ofthe proposed evaluation system. The present research of scientific report sharingservices is at the initial stage, so the index system and the basic points of view in thispaper has a certain role for further research in this area, but also to a certain extent, toguide our country to implement and improve the knowledge sharing of science andtechnology report.更多还原
