陕西省煤矿矿山救护队建设的政府监管研究

【摘要】 煤矿救护队不仅是一支处理煤矿重大事故的专业队伍,同时又是协助煤炭管理部门和煤炭生产企业搞好安全生产、预防事故发生的生力军。由于煤矿救护队承担任务的特殊性,加强煤矿救护队的建设工作、提高煤矿救护队的救护水平,是事关煤矿企业安全生产的重要工作,同时也是一项重要的社会公益性事业。党和政府对煤矿救护队的建设历来非常重视,国务院安委办在2010年发布的《关于贯彻落实<国务院关于进一步加强安全生产工作的通知>救护队体系建设的实施意见》中明确指出要重点加强煤矿企业救护队的建设,尤其是煤炭管理部门要加强监管,督促各煤矿企业建立有效的救护队伍。陕西省是煤炭大省,同时也是煤矿灾害比较严重的省份,煤炭管理部门怎样监管,如何监督指导煤矿企业按规定设立救护队伍,显得尤为重要。本文旨在分析救护队建设政府监管的相关的理论上,通过实际调查与访谈,对目前陕西省煤矿救护队建设管理中存在问题的根源进行系统全面的刨析；通过总结归纳法,从深化政府监管机制、强化法律手段、建立健全监管体制等方面,对加强陕西省政府对煤矿救护队监管建设提出了相应的建议与对策。更多还原

【Abstract】 Mine rescue team is the national economic construction derivatives, is a product of enter prise development, and production safety in the last line of defence. The extent of damage and the magnitude of this line will be crucial in determining the safety accidents and influence sc ope. As the flood control embankment, levee foundation good to resist the ferocious flood, to shoulder the sacred responsibility of national economic construction escort. Significant constr uction so the mine rescue team.This paper from the management point of view, discusses how to strengthen the governm ent management at the same time, the effective construction of the mine rescue team, the publ ic management theory as the foundation and support, combined with management practice in central and local governments, are analyzed comprehensively on the present our country coal mine rescue team construction and management problems. At the same time, through the data and data analysis is more authoritative, in-depth, the local mine rescue team management (mai nly for mine rescue team construction in Shaanxi Province Management) are analyzed,thus to further promote the local coal mine rescue team construction management legalization, syste matic process.From the background of research, this paper first expounds the concepts of the helmet cr ew machine theory basis, then detailed analysis of the current situation of the helmet crew con struction and management, then analyzes the obstacle factors analysis, construction and mana gement of shaanxi helmet crew finally point puts forward the measures to strengthen the const ruction of the mine rescue crew management advice.更多还原
