【摘要】 乡镇党政干部是联系国家和基层群众的纽带，是构建社会主义新农村的重要力量。正所谓“基础不劳，地动山摇”。乡镇党政干部思想政治素质如何直接影响社会主义新农村和社会主义和谐社会的建设。良好的思想政治素质是乡镇党政干部干好农村工作的基本保障。在全面深化改革的新时期，乡镇党政干部面临着更加严峻的考验，更应该全面提高思想政治素质，切实提高为民服务的执政能力和执政水平。本文以吉林省为例，结合实际，对乡镇党政干部思想政治素质情况进行调查研究，深刻分析存在问题原因并提出相应对策。第一部分主要介绍乡镇党政干部思想政治素质的相关理论阐释。包括乡镇党政干部思想政治素质的含义、乡镇党政干部思想政治素质的基本特征、以及乡镇党政干部提高思想政治素质的重要意义。第二部分以吉林省为例对乡镇党政干部队伍素质现状进行分析，从吉林省乡镇党政干部思想政治素质的良性表现和吉林省乡镇党政干部思想政治素质的现存问题两方面进行论述。首先，吉林省乡镇党政干部思想政治素质的良性表现。主要表现：政治素养显著改善，坚定社会主义的理想信念；思想观念与时俱进，树立进取创新的开放意识；个人道德修养提升，遵守职业道德的基本要求；权责意识更加明确，培育和践行现代法制观念。其次，吉林省乡镇党政干部思想政治素质的现存问题。主要表现：文化素质偏低，思想政治素质理论支撑不足；价值标准物化，缺乏服务人民的责任意识；廉正观念淡漠，仍存家长作风与官僚习气；组织纪律涣散，麻痹思想与懈怠心理严重。第三部分针对吉林省乡镇党政干部思想政治素质的现存问题进行深入剖析。主要有主客观两方面的原因。客观原因：市场经济的拜金利己价值观念的冲击；“官本位”等中国传统文化理念的误导；中国社会主义政治体制发展不足。主观原因：思想理论学习积极性差与重视程度低；自我约束意识和慎独反思能力较欠缺；乡镇两个文明基础设施建设水平不高；乡镇缺乏有效的舆论监督和司法监督。第四部分根据吉林省乡镇党政干部队伍思想政治素质存在的问题及产生原因，找出提高乡镇党政干部队伍思想政治素质的基本对策。坚持政治理论学习，树立乡镇党政干部正确的思想政治价值观念；坚持党的群众路线教育，改善乡镇党政干部的工作态度和工作作风；健全管理机制，规范乡镇党政干部思想政治素质的基本要求；优化社会环境，保障乡镇党政干部思想政治素质的良性提升。更多还原

【Abstract】 The township party and government cadres are the bond between the state andthe general public. It’s also the important force to build a new socialist countryside.As we all know that all problems will appear if the foundation is not solid. How doesit affect the construction of the new socialist countryside and a harmonious socialistsociety? The better ideological and political caliber is the basic guarantee of thetownship party and government cadres to do a good job in rural areas. During the newera of the overall deepening reform, it is faced with a much tougher test. We shouldimprove the ideological and political caliber and enhance the party’s ability and levelof serving the people. This article takes Jilin Province as an example, combining withreality to do research against the township party and government cadres, then analysisthe reason of the problems which will come out the countermeasures accordingly.The first part is mainly to introduce the related theory about the township partyand government cadres which including the meaning, basic features and thesignificance of improving g it.The second part, taking Jilin Province as an example, is going to analysis thesituation towards the township party and government cadres. It will be discussed intwo aspects which are positive performance and existing problems of the ideologicaland political caliber of the township party and government cadres. Firstly, the positiveperformance: Political caliber improved significantly, keeping the faith of socialism;Ideology keeps paces with Times, setting up the opening up consciousness; Personalethics improves, abide by the professional ethics of the basic requirements. Then, theexisting issues: Cultural level is low, the ideological and political caliber theory is not enough; the value of standard becomes material and lack of serving for People; Theconcept of intercity is not clear, still exist paternalism and bureaucracy; the disciplineis disintegrating, the mind is paralyzed and seriously slack in psychology.The third part is to further analysis the exist problems according to the townshipparty and government cadres in Jilin Province. There are mainly two aspects whichare the subjective and objective reasons. The objective reasons: the impact ofadmonish and self-regarding values of market economy; the misguidance of Chinesetraditional cultural idea, such as “official rank standard”; the insufficient developmentof Chinese socialism political system. The subject reasons: the low degree ofenthusiasm and attention to the ideological theory learning; the short of self disciplineconsciousness and the ability of reflection; the low level of the two culturalinfrastructure construction; The lack of effective supervision by public opinion andjudicial supervision.The fourth part is to find out the solutions for improving the township party andgovernment cadre’s political caliber according to the problems and the reasons. Theyare persisting in political theory learning, establishing the right ideological andpolitical values of the township party and government cadres; adhering to the party’smass line education, improving the work attitude and style of township party andgovernment cadres; improving the management mechanism, standardizing the basicrequirement of township party and government cadres ideological and political caliber;optimizing the social environment and ensuring the township party and governmentcadres, ideological and political caliber’s benign promotion.更多还原
