【摘要】 工业化大发展促进了城市扩张。一部分农村地区以“城中村”的形式出现在了城市的边缘地带。“村改居”惠民安置工程就是为了解决“城中村”现象，缩小城乡二元差异，构建社会主义和谐社会，具有过渡性质。“村改居”不是简单的将村民委员会改为社区居民委员会，也不是简单的将村民身份改为居民身份，其牵涉到了户籍制度、土地管理制度等的转变，更为重要的是要对村民生活方式、生活习惯、生活观念进行转变。由于“村改居”工程的复杂性，在经历诸多尝试以后，实施者们发现要想顺利实现1亿人口又好又快的转移城镇就不能仅仅依靠政府的力量，而要充分调动社会，以多元的力量参与到工程中去。“村改居”物业管理模式由此应运而生。本文就是在“村改居”实施物业管理的环境下，以新澜物业为例，探讨了在政府引导下，市场力量对于“村改居”物业管理的创新发展。文章首先梳理了国内外有关物业管理、“村改居”物业管理的相关文献，之后对新澜物业所管理的社区管理现状进行描述。介绍了新澜物业的基本情况,所管辖区物业的建设特点。同时，研究就新澜物业的管理情况向业主发放了问卷。并基于上述情况，研究设计了“村改居”物业管理创新的综合方案。最后，针对本文中创新方案的实施效果进行评价。本文旨在以理论指导实践，以实践验证理论，通过对新澜物业“村改居”工作的总体评价，以及针对问卷中的问题分析，分别从组织领导、投入、宣传、培训和管理五个方面制定出了合理可行的创新方案。最后通过实践得出创新方案理论是可行的，不仅为新澜物业创造了经济财富，也为新澜物业创造了社会效应。更多还原

【Abstract】 With expansion of the city by industrialized development,a part of the ruralarea appeared in the form of the “village inside a city”at the edge of the city."Village to residence" referring to resettlement project for villagers and the nature oftransition is to solve the "village inside a city" phenomenon, contract differencesbetween city and country,construct the socialist Harmonious society. with the natureof the transition."Village to residence " is not a simple transformation from villagerscommittee to community residents committee, nor the villagers identity tocitizenship, which involves the transformation of the population registered system,land management system etc.It is more important that the way of life, living habits,lifestyle change. Because of complexity of "village to residence", with manyattempts done, the researchers find that it fully mobilizes social forces to achievetransferring that100million population to the town which is more smooth and fastthan just relies on the power of the government. Thus “village to residence”toproperty management mode appears.This paper discusses market forces to innovation and development of “villageto residence”property management under the guidance of government,which is theimplementation of property management of the "village to residence", Xinlanproperty as an example, Firstly it reviews the domestic and overseas relevantliterature about property management and "village to residence" propertymanagement.Then it describes the status of community management of Xinlanproperty. It introduces the construction characteristics of communities managed byXinlan and basic situation of Xinlan. At the same time, the study issues aquestionnaire about property management of Xinlan property. Based on the above,research designs comprehensive scheme about innovation of “village toresidence”property management. Finally, to evaluate the effect of implementation ofthe innovative design scheme in this paper.This paper aims to combine theory and practice, through the overall evaluationof the "village to residence" programme by Xinlan and analysis of the problems inthe questionnaire.Respectively,it formulates feasible and reasonable innovativescheme from the organizational leadership, devotion, propaganda, training in fiveaspects. Finally, it proves the innovative scheme theory is feasible, not only creating economic wealth for Xinlan property, also producing social effect for XInlanproperty.更多还原
