【副题名】以家庭农场为例

【摘要】 党的十八大报告明确提出，要坚持和完善农村基本经营制度，依法维护农民土地承包经营权、宅基地使用权、集体收益分配权，壮大集体经济实力，发展农民专业合作和股份合作，培育新型经营主体，发展多种形式规模经营，构建集约化、专业化、组织化、社会化相结合的新型农业经营体系。家庭农场是新型农业经营体系的重要组成部分，是对农村基本经营制度的丰富发展。以家庭承包经营为基础、统分结合的双层经营体制，是我国农村改革取得的重大历史性成果，是广大农民在党的领导下的伟大创造，适合国情，适应社会主义市场经济体制，符合农业生产特点，能极大调动农民积极性和解放发展农村生产力，为改革开放以来我国农业农村历史性变化提供了坚实制度基础。本文介绍了家庭农场的概念及相关理论，用文献研究法分析总结了国内外家庭农场的发展模式、经验及启示。进一步通过调查访谈，结合文献研究等方式，分析和总结了苏州市家庭农场的发展背景及现状，提出了培育一批职业农民成为农场主，结合苏州城市文化、农场文化与传统乡土文化发展以高效农业和休闲观光农业为主的家庭农场的发展思路，并就未来发展从政府角度提出了规划先行、加大培育社会化服务体系及培养职业农民力度、完善政府政策及服务等多方面的对策建议。更多还原

【Abstract】 According to the18th National Congress of China，it emphasizes that the countryshould uphold and improve the basic system for rural operations and protect inaccordance with the law farmers’ rights to farm the land they have contracted, to use theland on which their houses sit, and to share in the proceeds from rural collectiveoperations. And we should strengthen the collective economy, develop specializedcooperatives and joint stock partnerships for farmers, foster new types of agriculturalbusiness entities, and develop large-scale agricultural operations in diverse forms. Thefamily farm is an essential part of modern agricultural business entities. The two-tiermanagement system that integrates unified with separate management on the basis ofhousehold contract management make a great and historic achievement in rural reform.This policy contributes much to stimulating the peasants’ enthusiasm， releasing anddeveloping the rural forces.This paper mainly introduces the conception and related theories of the family farm,using literature to state patterns, experiences and enlightens of domestic and overseas’development of the family farm. It gives a further summery of background and status ofSuzhou family farm, presenting that cultivating a group of professional peasants to farmthe land, developing high-efficiency agriculture and sightseeing agriculture combiningwith Suzhou culture of the city, farm and tradition. Besides, this paper discusses thefuture of the family farm, aiming to put forward some constructive suggestions from theperspective of government, such as planning forward, improving social service system,cultivating professional peasants, and modifying the policy and services of government.更多还原
