尤溪县洋中科教基地建设研究

【摘要】 农林类高等院校科教基地的建设是新兴的话题。在农业推广体系中如何实现高校科学研究与当地农业生产的紧密结合,提高农业科技成果的转换率始终是农林类高等院校最为关心的重要问题。本文以福建农林大学尤溪洋中科教基地为研究对象,主要采用访谈法、归纳总结、案例参考、SWOT分析、实证分析等方法,对农林类高等院校的科教基地建设问题进行深入的探索与研究。一是主要采用SWOT分析,分析尤溪洋中科教基地建设中的优势、劣势、机遇与挑战,正确认识尤溪洋中科教基地的优劣势现状、机遇与挑战。分析认为,在尤溪县洋中镇建设福建农林大学科教基地具有交通条件便利、校地紧密协作、社区农民积极参与、教学科研紧密结合等有利条件。二是通过对尤溪洋中科教基地建设现状与运行模式进行了深入的剖析,探讨其建设中面临的困难与存在的问题:主要规划布局问题、科教基地经费投入问题、农民自身素质有待提高、缺乏相应的保障政策与措施等问题。三是运用典型案例分析法,以西北农林科技大学为典型案例分析了典型农林高校在试验示范基地建设中的经验与启示,为探讨尤溪洋中科教基地建设提出促进产业联动、开展科技培训、构建农技与农信网络体系、制订绩效管理的激励机制、创新运行机制、建设多元结构的投入机制等六条启示与思路。最后,从尤溪县洋中镇现有的基础、资源条件、区位优势等条件出发,结合尤溪未来发展的战略布局,依托福建农林大学科研技术支撑,洋中科教基地建设开发的“一心两带三廊四区五园”总体布局,提出以创特色、育精品、高附加值、强体验为目标,三大能力、两大体系为支撑的科教基地发展平台,探索总结我省乃至我国农林类高等院校科教基地建设开发的适宜性实践经验。

【Abstract】 Topic emerging scientific and educational bases of agricultural and forestry university. How to realize the university scientific research and local agricultural production in close connection with the agricultural extension system of agricultural science and technology achievements, improve the conversion rate of agricultural universities is always most concerned about important issues.This paper takes Fujian Agriculture And Forestry University ocean science and education base for the research object, mainly adopts interview method, summary, case reference, SWOT analysis, empirical analysis and other methods, conducted in-depth exploration and study problems of science and education base construction in agriculture college.One is mainly used SWOT analysis, advantages, disadvantages, opportunities and challenges of the construction of ocean science and education base in the analysis, a correct understanding of the advantages and disadvantages, opportunities and challenges in the current situation of ocean science and education base. The analysis thinks, in the town of ocean science and education base construction of Fujian Agriculture And Forestry University has convenient traffic conditions, school close collaboration, community farmers to actively participate in teaching and research, closely combined with the favorable conditions such as.The two is based on the Youxi ocean science and education base construction present situation and operation mode of in-depth analysis, to explore the construction of facing difficulties and problems, the main layout problem, the base of science and education funding problems, the farmer own quality to be improved, the lack of appropriate policies and measures to guarantee problem.The three is to use a typical case analysis, taking the Northwest Agriculture and Forestry University as a typical case analysis of the experience in the construction of experimental demonstration base of a typical agricultural universities and enlightenment, in order to explore the ocean science and education base is proposed base construction to promote the industry linkage, carry out scientific and technological training, the construction of agricultural and rural credit network system, formulate investment mechanism incentive mechanism, performance management innovation the operating mechanism, construction of multiple structures such as six inspiration and ideas.Finally, starting from the ocean in the existing foundation, resource conditions, location advantages and other conditions, combined with the strategic layout of the future development of Youxi, based on the support of scientific research and technology development of Fujian Agriculture And Forestry University, science and education base construction of ocean "as two five park four areas, three corridors" overall layout, proposed to create characteristic, education quality, high added value strong experience, as the goal, the base of science and education development platform three abilities, two systems support, explore the suitability of summarizing practical experience of the development and construction of agriculture, science and" education base in our province and even in china.
