S公司境外网络工程项目风险管理研究

【摘要】 由于工程建设项目容易受各类因素影响,因此在实施过程中会面临政治风险、经济风险、技术风险等诸多风险。尽管风险管理在国内一些工程项目中得到了研究并取得了一定成果,但对国际网络工程建设项目的研究很浅显,不论在理论上还是在实践上,均落后于国际水平。为了使我国更好的实施“走出去”战略,使我国境外网络工程建设项目保持快速稳健发展,必须加强对国际工程风险管理的研究,从而使我国企业更好的规避国际工程风险。本文以S公司大型境外网络工程项目为研究对象,重点论述了境外网络工程项目中潜在、可能出现的各类风险,并在风险管理理论基础上,对项目进行了详细的风险分析。结合境外网络工程项目特点及公司业务需求,对网络架构设计、机房选型、国际线路选型、会员接入、新产品新技术、政治经济文化、工程延期等方面进行全面的风险辨识和分析。通过基于SPSS的主成分分析法等研究方法,对项目风险进行定量计算,评估出该项目中存在的主要风险因素。最后本文对辨识出的主要风险因素提出相应的风险应对措施,通过合理网络技术架构设计、科学的机房和国际线路技术施工要求、海外法规等风险控制措施,为项目高质量完成提供了保障;对公司以后其他境外网络节点建设的风险防范及控制具有重要借鉴意义;为国内其他金融机构国际化发展网络工程建设提供了参考依据。

【Abstract】 The construction project is easily affected by various factors, so it is more vulnerable to all kinds of risks, such as social political risk, economic risk and technical risk. The risk management have been applied in some key construction projects and made some good results. However, research of the international construction projects is still shallow. No matter in theory or in practice, research of the risk management of international engineering in China is still behind the international level, In order to implement a strategy of "China better go out" and to maintain rapid and steady development of the overseas network engineering projects. It is necessary to impose on researching of risk management of international project, which can help Chinese overseas enterprises better to avoid the risk of international projects.Based on a S company large overseas network engineering project which is the research object, the paper mainly discusses all kinds of potential risks which may appear in the overseas network engineering projects and analyzes detailed risks of the project based on the theory of risk management.Combining with the characteristics of overseas network engineering project and exchange business requirements, the paper discusses a comprehensive risk identification and analysis on network structure design, selection of equipment room, the international routes selection, access to new technology, new products, politics, economy and culture, and the project delay.Through the methods of principal component analysis based on SPSS and other research methods, major risk factors existing in the project have been assessed by means of quantitative calculation on project risk. At the end of the paper, the corresponding measures have been put forwarded to deal with the identified main risk factors. The reasonable network structure design, scientific equipment room, technical construction requirements, overseas laws and regulations of international route and other risk control measures have provided the guarantee for high quality completion of this project. The paper has provided important reference for risk prevention and control of the other overseas network node construction in S company; the paper can also provide reference for developing international network engineering construction in other domestic financial institutions.
